Urban renewal

Urban renewal is the targeted process of maintaining, improving, redesigning and further developing existing parts and structures of a city (so-called urban renewal areas).

Urban renewal involves urban redevelopment measures that are prepared and implemented in accordance with the provisions of the German Building Code. These are areas or districts with urban development deficiencies and functional weaknesses. These include, for example, inadequate building fabric, green and open space deficits or a lack of development opportunities. The lead program for financing urban renewal is urban development funding.
According to the German Building Code (Section 171e Social City measures), there is a special need for development "in disadvantaged inner-city or inner-city areas (...) in which a coordinated bundling of investment and other measures is required".

The Erlangen urban renewal areas "Nördliche Altstadt", "Erlanger Neustadt und Teile des Quartiers Lorlebergplatz", "Erlangen Südost" and the "Büchenbach-Nord" study area were included in this urban development funding program until the end of 2019. Since January 2020, the areas have been transferred to the "Social cohesion - shaping life together in the neighbourhood" program ("Social cohesion" for short).

The aim of the "Social Cohesion - Shaping Neighbourhoods Together" urban development funding programme is to stabilize and upgrade urban, economically and socially disadvantaged and structurally weak urban and rural districts. The programme bundles the activities of social urban development and is characterized above all by its interdisciplinary approach. It combines structural investments in urban renewal with measures to improve living conditions in the assisted area.

The financial assistance is used for overall urban development measures to increase the quality of living and quality of life and diversity of use, to improve the social infrastructure, to strengthen cohesion in the neighborhood and to integrate all population groups.

Involvement of local citizens

In the interests of a holistic perspective, local stakeholders and existing or planned projects should be included in the funding in order to join forces through local coordination. In addition to funded measures, cooperation with third parties should be agreed for supplementary measures. Another aim is to create structures for the long-term continuation of successful measures beyond the funding period. Great importance is attached to local neighbourhood management, the mobilization of participation and voluntary commitment as well as the establishment of a neighbourhood fund.

Program priorities can be, for example

  • Improving housing and living conditions, e.g. by upgrading and adapting the living environment and public spaces
  • Upgrading the social infrastructure, e.g. supporting facilities and offers for education, culture, health and sport
  • Improving integration and inclusion
  • Involving and motivating residents through neighborhood management and neighborhood funds
