FAQ's dual study program Diplom-Verwaltungswirt*in
To become a civil servant candidate* in the third qualification level, you must meet some requirements:
- You have the unrestricted Fachhochschulreife, Fachgebundene Hochschulreife or general university entrance qualification or acquire this by the hiring date.
- You have German citizenship or the citizenship of another member state of the European Union, Switzerland, Liechtenstein, Norway or Iceland or acquire it by the hiring date:
- At the time of hiring, you must not yet have reached the age of 45.
- You successfully participate in the selection examination of the State Personnel Committee in October of the year preceding the hiring year. More information on this can be found on the homepage of the Bavarian State Personnel Committee.
A quick grasp and the ability to think and act flexibly are a matter of course for you. You take responsibility for your tasks and are committed to them. .Theoretical studies
The theoretical studies take place within the framework of 4 study sections at the University of Public Service in Bavaria and mainly comprise legal, economic and administrative science as well as social science study contents. The subject-theoretical study sections consist of lectures, interdisciplinary courses, subject-specific exercises and projects. The study subjects are divided into the three major subject groups:
- Law (e.g., municipal law, administrative law, construction law, social law, private law, European law),
- Economics and finance (e.g.. Economics, business administration, municipal budgeting) and
- Administration (eg administrative organization, sociology, human resource management).
A total of about 24 exams with a processing time of 1 ½ to 5 hours to file during the complete study. These serve as a performance indicator for the students. In addition, a project work and an action-oriented presentation are provided. In the second year of training, an intermediate examination takes place towards the end of the 2nd subject study section, the passing of which is a prerequisite for the continuation of studies (with the possibility of repeating once). The result of the intermediate examination is included in the overall examination result. At the beginning of the 4th study section, the students then write a diploma thesis, for which they have a processing time of 2 months, 1 ½ months of which are lecture-free. The result of the diploma thesis is also included in the overall examination result. In addition, at the end of the 4th subject study section, the qualification examination must be passed. It consists of a written and an oral part. The results achieved here are of course taken into account as part of the overall examination result.

Practical study periods
The practical training takes place in various departments of the city of Erlangen. We consider you already during the preparatory service as a full-fledged employee*in, ie you are not sitting in the basement of the city hall and may theoretically process cases, but you are directly active on the front. Through concrete and practical activities, you will learn the tasks and typical work processes of the third qualification level and will be systematically familiarized with the contents of the profession. You will learn about the economic, social and political context, apply legal regulations to specific cases, prepare notifications and often have direct contact with the citizens of our city. As an employee of the City of Erlangen, you will ensure that our customers receive comprehensive advice through a service-oriented approach. As a clerk, you will process applications and inquiries, make the necessary administrative decisions, control work processes, and also perform organizational tasks. As a civil servant on the third qualification level, you will generally take on the difficult and complex cases and issues, as your studies will qualify you for a higher level of processing, which will be reflected, among other things, in the discussion of commentary opinions and case law. You will solve challenging management tasks and implement them efficiently as a representative of the City of Erlangen. In contact with customers, you will also take on and deal specifically with conflict-prone situations in which, in addition to specialist knowledge, negotiating skills, communication skills and other social skills are particularly important.
So a variety of challenging and varied tasks await you: From issuing a security law order, granting a building permit, granting unemployment benefit II, organizing important cultural events to issuing residence permits for foreign nationals. During your training, you will gain a broad insight into the tasks of our city administration. In addition, you will receive feedback on strengths and weaknesses so that you can actively approach your personal development. The goal is always to prepare you for your later employment after the training.
With good performance, there is the possibility to complete an internship abroad as part of the preparatory service. Likewise, an internship can be completed with the Government of Middle Franconia.
As soon as you start your studies, you will be appointed as a* civil servant on revocation. This gives rise to special rights and obligations that are regulated by law for civil servants, as you are in a public-law service and loyalty relationship. You will not receive a training contract, as the appointment to the civil service is made by handing over a certificate of appointment. When you register with the University of Public Service in Bavaria, you also simultaneously acquire student* status for the duration of your studies.
As of January 1, 2021
Already during your studies, you will receive a monthly salary of €1,363.85 (gross) and approximately €1,303.85 (net) if you are unmarried and have no children.
In addition, you will receive capital-forming benefits, a special payment (Christmas bonus) and possibly a family allowance (if you are married and an increased rate if you already have children).
After graduation, the starting salary in grade A9, step 2, is currently €2,843.59 (gross) and approximately €2,456.95 (net) if you are unmarried and have no children.
In addition, you will receive a position allowance in addition to the additional benefits already listed above, such as capital-forming benefits, special payment and family allowance. In addition, you can expect regular salary increases and performance-related steps.
The salary is based on the Bavarian Salary Act (BayBesG).
.The conception as a dual study program offers you the advantage that you are already employed by the city of Erlangen during your studies. You do not have to pay any fees as part of your studies at the Civil Service University, as all tuition and examination fees are paid by the City of Erlangen. Likewise, free accommodation is provided for our students at the University of Applied Sciences in Hof.
The costs for the collection of regulations for the administration in Bavaria (incl. supplementary deliveries) are also borne by the city of Erlangen.
All social benefits that the Erlangen city administration offers its employees naturally also apply to our junior staff.
Whoever regularly travels to work by public transport receives a travel allowance or has the option of being provided with a municipal employee parking space.
Civil servants are not subject to compulsory insurance in the statutory health, pension and unemployment insurance. In the nursing care insurance, however, there is compulsory insurance. Even as a civil servant candidate, you are entitled to receive benefits from the city of Erlangen. Aid is a pro rata reimbursement by the employer to the* person entitled to aid of specific expenses incurred in cases of illness, care and birth, as well as for measures for the early detection of illnesses and vaccinations. The allowance usually covers 50 to 80% of the costs. To cover the remaining costs, you can take out private health insurance.
Due to generous flexitime rules, your daily working hours outside school hours can be flexibly arranged in most areas of assignment from the time you reach the age of majority.
Travel to the Bavarian Civil Service University and the Hof University of Applied Sciences is reimbursed in accordance with the Bavarian Travel Expenses Act (BayRKG) and the Separation Allowance Ordinance (TGV).
As part of the company health management program, there are regular sports courses and other health-promoting offerings in which you can participate.
The training numbers in the administrative area are based on the anticipated staffing needs of the City of Erlangen.
With appropriate suitability, aptitude and professional performance, the City of Erlangen can thus offer you a takeover guarantee for subsequent employment.
You will be trained as a "generalist" within the framework of the preparatory service. This means that during your training you will be prepared for the diverse tasks of our city administration in the context of assignments in the various departments, with the result that after successfully completing your preparatory service you will be able to work almost anywhere; only then will a certain specialization take place with the assigned position. As part of your personal development, you can then also apply for internally advertised positions and change your career within the city administration (job rotation). This means that you can expect a wide variety of assignments later on, allowing you to change jobs and thus employment depending on your interests and abilities. You will be expected to perform a wide range of tasks and activities at a high level of demand. The assumption of a qualified clerical position means independent and responsible processing and decision-making in your own area of responsibility, always involving complex tasks and case processing. Your work as a clerk may be followed by the management of a subject area or the management of a department.

After completing it, employees* have extensive career advancement and development opportunities at their disposal. For further professional qualification, among other things, a versatile and high-quality advanced training and continuing education program is offered.
There are opportunities for promotion up to the level of administrative councilor. Here, the principle of performance orientation is the focus of the Erlangen city administration.
In addition, particularly qualified and motivated civil servants can advance to the fourth qualification level (former higher non-technical administrative service) by way of modular qualification.

We ask you to apply exclusively via the online form of the Bavarian State Personnel Committee. The form can be found here. In the online application, select "Diplom-Verwaltungswirt/in (FH) in der Kommunalverwaltung" under fields of study and "Stadt Erlangen" under place of work. Sending application documents directly to the City of Erlangen is not required for the time being.

Selection procedure of the Bavarian State Personnel Committee
After the end of the application period, you will receive an invitation to the selection examination of the State Personnel Committee, which takes place in October of the year preceding the recruitment year, and successfully participate in it.
You are expected to receive your result from the State Personnel Committee in the form of an examination certificate with the overall grade and place number achieved in mid-December after the selection examination.
Personnel selection procedure of the City of Erlangen
During the period from December to February, depending on the result of the selection examination of the State Personnel Committee, you will be invited to a supplementary selection procedure of the City of Erlangen. The City of Erlangen will only contact applicants* who are eligible to be invited to the personnel selection process based on the rank number achieved. All other applicants will not be contacted and will not receive written notification. Therefore, please refrain from sending us a written application in advance. The supplementary selection procedure of the City of Erlangen is carried out according to the rules of an assessment center and consists of several modules.
Following this, we will inform you as soon as possible whether or not employment with the City of Erlangen is possible.
