FAQ's dual study program to become a certified administrative IT specialist
To become a civil servant candidate*in the third qualification level, you must meet some requirements:
- You have the unrestricted advanced technical college entrance qualification, subject-linked higher education entrance qualification or general higher education entrance qualification or acquire this by the hiring date.
- You have German citizenship or the citizenship of another member state of the European Union, Switzerland, Liechtenstein, Norway or Iceland or acquire this by the hiring date.
- At the time of hiring, you must not have reached the age of 45. Lebensjahr not yet completed.
- You can in the subjects of German, mathematics and English a grade point average of at least 3.0 and additionally in the subject of mathematics at least the grade 3 show.
- You successfully participate in the recruitment test in January of the recruitment year in Hof.
A pronounced interest in the diverse tasks and topics in the IT field and a feel for current IT trends are natural for you. You have a quick grasp as well as a good logical and analytical thinking.
In addition, you are willing to take on responsible activities and projects independently as well as acquire the necessary knowledge and relevant skills.

The preparatory service at the City of Erlangen lasts 3 years and is divided into a theoretical and a practical part. The theoretical part comprises a total of 24 months in Hof, 18 months of which are spent at the University of Applied Sciences Hof in the field of computer science and 6 months at the Bavarian University of Applied Sciences (HföD) to learn the basics of administrative science. Between the semesters and the sections of the specialized theoretical studies, the practical work assignments take place. The special feature of the City of Erlangen compared to many other public employers is that the preparatory service begins on September 1. This means that half a month of practical training will precede the start of your internship, so that you can get your first impressions of the administration before you start the first part of your internship. A one-week introductory course and a preparatory course in mathematics also take place beforehand. During this period, you will of course already receive candidate pay.
Specialized theoretical studies
The specialized theoretical studies take place within the framework of 4 sections at the University of Applied Sciences Hof and 2 sections at the University of Public Service in Bavaria and include the areas of computer science and administrative sciences.

Practical study periods
The practical training at the City of Erlangen is mainly carried out in the Office of Digitalization and Information Technology. In addition, enrichment is provided by job shadowing in offices where special IT know-how is required and with operational partners.
We already consider you a full-fledged employee* during the preparatory service, i.e. you not only look over the shoulder of your colleagues, but you actively participate on the front line. Through concrete and practical activities, you will become familiar with the tasks and typical work processes of the third qualification level and will be systematically familiarized with the job content.
You will learn about the diverse field of activity of a* civil servant* in the IT sector (e.g. e-government, IT services, project management, system operation) in the dual course of study to become a* Diplom-Verwaltungsinformatiker*in (FH).
The focus of the practical vocational studies is the linking of computer science and administrative sciences. You are the interface between IT, administration and external interest groups, such as citizens or companies. As an administrative IT specialist, you will advise internal customers, interact with external service providers and other cities, analyze and develop software, model systems and processes, look after client server systems, networks and databases, or implement IT security and data protection specifications.
You will usually take on difficult and complex topics and issues, as your studies will enable you to work at a more senior level. For example, you will be involved in IT projects such as citizen eServices, digital citizen forums, SmartCity, development of 3D city models, OpenData offerings, ChatBots or ePayment. Here, you will have the chance to make a difference by contributing creative and innovative ideas. You will get to know the different types and methods of project management, for example classic and agile project management, Scrum or Kanban.
So you can expect a variety of challenging and varied tasks. During your preparatory service, you will gain a broad insight into the IT tasks of our city administration. In addition, you will receive feedback on strengths and weaknesses so that you can actively approach your personal development. The goal is always to prepare you for your later employment after your training.
As soon as you start your studies, you will be appointed as a civil servant. This gives rise to special rights and obligations that are regulated by law for civil servants, as you are in a public-law service and loyalty relationship. You will not receive a training contract, because the appointment to the civil service is made by handing out a certificate of appointment.
When you register with the University of Public Service in Bavaria and the Hof University of Applied Sciences, you also simultaneously acquire student* status for the duration of your studies.
Already during your studies you will receive a monthly salary of € 1,363.85 (gross) and about € 1,303.85 (net) if you are unmarried and have no children.
In addition, you will receive capital-forming benefits, a special payment (Christmas bonus) and possibly a family allowance (if you are married and an increased rate if you already have children).
After graduation, the starting salary in grade A10, step 2, is currently €3,066.85 (gross) and about €2,500.00 (net) if you are unmarried and have no children.
In addition, you will receive a position allowance in addition to the additional benefits already listed above, such as capital-forming benefits, special payment and family allowance. In addition, you can expect regular salary increases and performance-based steps.
The salary is based on the Bavarian Salary Act (BayBesG).

The conception as a dual study program offers you the advantage that you are already employed by the city of Erlangen during your studies. As part of your studies at the University of Public Service and Applied Sciences Hof, you will not have to pay any fees, as all tuition and examination fees are paid by the City of Erlangen. Likewise, free accommodation is provided for our students at the University of Applied Sciences in Hof.
The costs of the necessary legal texts are also covered by the City of Erlangen.
For the period of the preparatory service, an official laptop is also provided for your use.
All social benefits that the Erlangen city administration offers its employees naturally also apply to our junior staff.
Whoever regularly travels to work by public transport receives a travel allowance or has the option of being provided with a municipal employee parking space.
Civil servants are not subject to compulsory insurance in the statutory health, pension and unemployment insurance. In the nursing care insurance, however, there is compulsory insurance. Even as a civil servant candidate, you are entitled to receive benefits from the city of Erlangen. Aid is a pro rata reimbursement by the employer to the* person entitled to aid of specific expenses incurred in cases of illness, care and birth, as well as for measures for the early detection of illnesses and vaccinations. The allowance usually covers 50 to 80% of the costs. To cover the remaining costs, you can take out private health insurance.
Due to generous flexitime rules, your daily working hours outside school hours can be flexibly arranged in most areas of assignment from the time you reach the age of majority.
Travel to the Bavarian Civil Service University and the Hof University of Applied Sciences is reimbursed in accordance with the Bavarian Travel Expenses Act (BayRKG) and the Separation Allowance Ordinance (TGV).
As part of the company health management program, there are regular sports courses and other health-promoting offerings in which you can participate.
With the successful completion of the program, you will be awarded the academic degree of* Diplom-Verwaltungsinformatiker*in (FH).
As an administrative IT specialist, you will work in the Office for Digitalization and Information Technology of the City of Erlangen or in offices where special IT expertise is required. You will have a crisis-proof job in a modern municipal administration.
You will be faced with a variety of tasks and activities at a high level of demand. As a rule, you will work in IT project management. This means independent and responsible management, planning and decision-making in your own project and task area.

Personnel selection process of the City of Erlangen
After the application deadline, you will be registered for the hiring test, which will take place in January of the hiring year in Hof. In addition to the recruitment test, a supplementary selection procedure of the city of Erlangen will take place. This is conducted according to the rules of an assessment center.
