FAQ's Training in Public Administration
To become a civil servant candidate* in the second qualification level, you must meet some requirements:
- You possess at least a qualifying secondary school diploma or acquire it by the start of recruitment
- You successfully participate in the selection examination of the State Personnel Committee in July of the year preceding the recruitment year. More information on this can be found on the homepage of the Bavarian State Personnel Committee.
- At the time of hiring, you must not yet have reached the age of 45.
- You have German citizenship or the citizenship of another member state of the European Union, Switzerland, Liechtenstein, Norway or Iceland or acquire it by the hiring date.
In addition, you should be open-minded, have an open and communicative nature and enjoy dealing with people. A quick grasp as well as flexibility at work are a matter of course for you. You take responsibility for your tasks and are committed to them. You are not a lone wolf - rather, you enjoy working in a team.
The preparatory service at the City of Erlangen lasts 2 years. Theoretical training sections at the Bavarian School of Administration alternate with practical training sections in the various municipal departments. Training begins on September 1.
Theoretical training
The specialized theoretical training takes place within the framework of 5 specialized courses at the Bavarian School of Administration in the Nuremberg local course. The content here focuses on the teaching areas
- Law (eg.E.g. municipal law, building law, administrative law, private law),
- economics and finance (e.g. Administrative business administration, municipal budgeting) and
- Administrative theory (eg administrative organization).
A total of 25 exams are to be taken, which are scheduled at the end of the respective subject courses. The grades from the exams are included in the overall exam result. Finally, the qualification examination must be taken in the last specialized course. It consists of a written and an oral part. The results achieved here are of course taken into account as part of the overall examination result.

Practical training
The practical training takes place in different departments of the city of Erlangen. We consider you to be a fully-fledged employee already during the preparatory service, i.e. you do not sit in the basement of the city hall and are allowed to work on cases theoretically, but you are directly active on the front line. Through concrete and practical activities, you will learn the tasks and typical work processes of the second qualification level and will be systematically familiarized with the contents of the profession. You will learn about the economic, social and political context, apply legal regulations to specific cases, prepare notifications and often have direct contact with the citizens of our city. As an employee of the City of Erlangen, you will ensure that our customers receive comprehensive advice through a service-oriented approach. As a clerk, you will process applications and inquiries, make the necessary administrative decisions, and also take care of organizational tasks. You can expect a wide range of challenging and varied tasks: From the issuance of an identity card to the granting of unemployment benefit II to the issuance of a restaurant permit and the issuance of a driver's license. During your training, you will gain a broad insight into the tasks of our city administration. In addition, you will receive feedback on strengths and weaknesses so that you can actively approach your personal development. When you start your training, you will be appointed as a civil servant on revocation. This gives rise to special rights and obligations that are regulated by law for civil servants, as you are in a public-law service and loyalty relationship. You will not receive a training contract, because the appointment to the civil service is made by delivery of a certificate of appointment.
Already during the training you receive monthly emoluments at a value of 1,309.93 € (gross) and approx. 1,261.18 € (net), if you are unmarried and have no children.
In addition come capital-forming benefits, a special payment (Christmas bonus) as well as possibly a family supplement (if you are married and an increased rate, if you already have children).
After training, the starting salary in grade A6, step 2, is currently €2,535.56 (gross) and about €2,173.73 (net) if you are unmarried and have no children.
In addition, you will receive the additional benefits already listed above, such as capital-forming benefits, special payment and family allowance. In addition, you can expect regular salary increases and performance-based steps.
The salary is based on the Bavarian Salary Act (BayBesG).

.As part of the training, all fees are borne by the City of Erlangen. The costs for the collection of regulations for the administration in Bavaria (incl. supplementary deliveries) are also borne by the city of Erlangen.
All social benefits that the Erlangen city administration offers its employees naturally also apply to our junior staff.
Whoever regularly travels to work by public transport receives a travel allowance or has the option of being provided with a municipal employee parking space.
Civil servants are not subject to compulsory insurance in the statutory health, pension and unemployment insurance. In the nursing care insurance, however, there is compulsory insurance. Even as a civil servant candidate, you are entitled to receive benefits from the city of Erlangen. Aid is a pro rata reimbursement by the employer to the* person entitled to aid of specific expenses incurred in cases of illness, care and birth, as well as for measures for the early detection of illnesses and vaccinations. The allowance usually covers 50 to 80% of the costs. To cover the remaining costs, you can take out private health insurance.
Due to generous flexitime rules, your daily working hours outside school hours can be flexibly arranged in most areas of assignment from the time you reach the age of majority.
Travel to the Bavarian Civil Service University and the Hof University of Applied Sciences is reimbursed in accordance with the Bavarian Travel Expenses Act (BayRKG) and the Separation Allowance Ordinance (TGV).
As part of the company health management program, there are regular sports courses and other health-promoting offerings in which you can participate.
The training numbers in the administrative area are based on the anticipated personnel requirements of the City of Erlangen.
With appropriate suitability, ability and professional performance, the city of Erlangen can thus offer you a takeover guarantee for subsequent employment.
With the successful completion of the training you are entitled to use the professional title "Verwaltungswirt*in".
You will be trained as a "generalist" within the framework of the preparatory service. This means that during your training you will be prepared for the diverse tasks of our city administration in the context of assignments in the various departments, with the result that after successfully completing your preparatory service you will be able to work almost anywhere; only then will a certain specialization take place with the assigned position. As part of your personal development, you can then also apply for internally advertised positions and change your career within the city administration (job rotation). Thus, a wide variety of fields of application await you later on, allowing job changes and thus employment depending on your interests and skills.

At the City of Erlangen, training is considered the first step in personnel development. After completing it, employees* have extensive career advancement and development opportunities at their disposal. For further professional qualification, among other things, a versatile and high-quality advanced training and continuing education program is offered.
There are opportunities for promotion up to the level of* administrative inspector. Here, the principle of performance orientation is the focus of events at the Erlangen city administration.
In addition, particularly qualified and motivated civil servants* can advance to the third qualification level by way of training qualification or modular advancement qualification. The training qualification, for example, provides for a three-year or, if shortened, a two-year course of study to become a Diplom-Verwaltungswirt*in (FH). All tuition and examination fees are paid by the Erlangen city administration as part of this advancement measure. Our students will also be provided with free accommodation at the Bavarian University of Applied Sciences for Public Service, which is located in Hof/Saale. The status already acquired by the civil servants will be maintained. Consequently, the already acquired salary will continue to be paid during the studies.
Online application to the Bavarian State Personnel Committee
We ask you to apply exclusively via the online form of the Bavarian State Personnel Committee. The form can be found here. In the online application, select the training "Verwaltungswirt/in in der Kommunalverwaltung" under training directions and "Stadt Erlangen" under place of work. For the time being, it is not necessary to send application documents directly to the City of Erlangen.

Selection procedure of the Bavarian State Personnel Committee
After the end of the application period, you will receive an invitation to the selection examination of the State Personnel Committee, which takes place in July of the year preceding the year of recruitment, and successfully participate in it.
At the end of September after the selection examination, you are expected to receive your result from the State Personnel Committee in the form of an examination certificate with the overall grade and place number achieved.
Personnel selection procedure of the City of Erlangen
During the period from September to November, you will be invited to a supplementary selection procedure of the City of Erlangen - depending on the result of the selection examination of the State Personnel Committee. The City of Erlangen will only contact applicants* who are eligible for invitation to the personnel selection procedure on the basis of the place number achieved. All other applicants will not be contacted and will not receive written notification. Therefore, please refrain from sending us a written application in advance. The supplementary selection procedure of the City of Erlangen is carried out according to the rules of an assessment center and consists of several modules.
Following this, we will inform you as soon as possible whether or not employment with the City of Erlangen is possible.
