The temporary lowering of the groundwater level for the purpose of keeping an excavation pit dry (construction dewatering) constitutes a use of water resources and requires a permit under water law.
This permit must be applied for at the Office of Environmental Protection and Energy Affairs. The following documents must be submitted when applying for the water law permit:
- Application for Construction Water Management
- Overview Map, Scale 1:25,000
- Site plan, scale 1:1,000, including
- Markings indicating the excavation pit and the locations of dewatering wells or pump sumps
- Water intake and discharge points - Drainage Plan (if required)
- Soil investigation report or expert opinion (if located on a contaminated site or a site suspected of contamination)
- Information on the planned treatment systems (if groundwater contamination is present)
- Groundwater analyses (if available)
- Explanations of technical measures (e.g., sheet piles, bored piles) including details on dismantling
- Description of the impacts on groundwater (introduction of substances, groundwater accumulation, groundwater diversion) resulting from shoring measures and structures that penetrate the groundwater. It must be demonstrated that there is no cause for concern regarding significant, permanent groundwater impoundment or diversion events during construction or in the final state.
