Enforcement of the Environmental Impact Assessment Act (UVPG); Determination that an environmental impact assessment was not conducted for the construction of a power plant at the Am Europakanal Hospital

Announcement of the result pursuant to Section 5(2), first sentence, of the UVPG:

The Bezirkskliniken Mittelfranken, located at Feuchtwanger Straße 38, 91522 Ansbach, submitted an application to the City of Erlangen by letter dated February 9, 2026, for a new permit for the energy center at the Klinikum am Europakanal, Am Europakanal 71, 91056 Erlangen, pursuant to Section 4 of the Federal Immission Control Act (BImSchG). The renewal of the permit covers a biomass combustion plant, a natural gas boiler, and a heat pump. The energy center will be installed in an existing building.

As part of the permitting process, pursuant to Section 7(2) of the Environmental Impact Assessment Act (UVPG) in conjunction with No. 1.2.1 of Annex 1 to the UVPG and taking into account the criteria set forth in No. 2.3 of Annex 3 to the UVPG, a site-specific preliminary assessment must be conducted to determine whether an environmental impact assessment is required for the proposed project.


Result:

Following a preliminary review of the areas listed in No. 2.3. of Annex 3 and their protection criteria, concludes that the proposed construction of the energy center is not expected to cause significant adverse environmental impacts on any of the relevant protected resources. An environmental impact assessment is therefore not required.

This determination is not subject to independent appeal pursuant to Section 5(3), first sentence, of the Environmental Impact Assessment Act (UVPG).


In accordance with Article 27a of the Bavarian Administrative Procedure Act (BayVwVfG), this notice is also posted on the City of Erlangen’s website at http://www.erlangen.de.
