Youth Welfare Committee (JHA)

The Youth Welfare Committee is part of the Youth Welfare Office. It deals with fundamental matters of youth welfare and guidelines that do not fall within the scope of the Youth Welfare Office’s administrative responsibilities as defined by law.

The duties of the Youth Welfare Office are carried out by the Youth Welfare Committee and the Youth Welfare Office administration. The Youth Welfare Committee has certain distinctive features compared to other municipal committees.

Unlike other municipal committees, the Youth Welfare Committee is part of the Youth Welfare Office, which is thus the only office within the municipal administration characterized by a two-tier structure (Section 70 of Book VIII of the Social Code). The Youth Welfare Committee and the administration of the Youth Welfare Office thus form the two pillars of the Youth Welfare Office.

Another distinctive feature is that, in addition to political members, the Youth Welfare Committee also includes representatives of independent child and youth welfare organizations and proposed expert citizens. By involving independent youth welfare organizations as an indispensable part of the municipality’s social services, the committee offers opportunities for participation to all those active in youth welfare. The Youth Welfare Committee consists of voting and advisory members.

Duties

The responsibilities of the Youth Welfare Committee are set forth in Section 71 of SGB VIII. It addresses all matters related to youth welfare, particularly the discussion of current issues facing young people and their families, proposals for the further development of youth welfare, youth welfare planning, and the promotion of independent youth welfare services. Concepts and plans for children and adolescents are discussed and agreed upon in the Youth Welfare Committee with the goal of creating positive living conditions for young people and their families.

The Youth Welfare Committee is thus the decision-making body for the municipality’s child and youth welfare services regarding fundamental matters and guidelines that do not fall within the scope of the Youth Welfare Office’s administrative responsibilities due to statutory requirements.
