Conversion of Ukrainian Driver's Licenses

As of August 18, 2026, Ukraine has been officially included in Appendix 11 of the Driver’s License Regulation (FeV). As a result, holders of valid Ukrainian driver’s licenses generally have the option to convert their licenses to a German driver’s license for the license classes listed there without having to retake the written or driving tests.
Important: You do not need to have your Ukrainian driver’s license converted immediately. Your driving privileges remain valid. You will still be able to drive with your Ukrainian driver’s license in the future, thanks to the special regulation that remains in effect. Therefore, it is not necessary to have your Ukrainian driver’s license converted immediately. If you would nevertheless like to apply for the conversion now, please visit the Driver’s License Office at the Citizens’ Service Center. It is not possible to schedule an appointment; please take a number for driver’s license matters and then wait directly in front of Room 21/22. Please note that there may be longer wait times and processing times.

You can handle driver’s license matters digitally at the Citizen Service Center or in person on the ground floor of City Hall. This includes, for example, all standard driver’s licenses or exchanging an old driver’s license, etc.
