Model for good citizen participation in Erlangen

Stand: 31.10.2024

The guiding principle of citizen participation lays the foundation for good participation processes in Erlangen. Ten citizens, city councillors and employees of the city administration worked together in a two-stage process to develop the mission statement. The city council adopted the mission statement in 2016.

Citizens, politicians and administrators see civic participation as an enriching exchange. Good citizen participation promotes identification with the city and strengthens the sense of community. Good civic participation requires political acceptance, support and adequate resources. Good citizen participation must place the common good, not individual interests, at the center of efforts.

Information and transparency

Good public participation requires early, comprehensive, comprehensible and accessible information. This includes

  • the reasons for the plans
  • the ideas and content considerations
  • information on the impact and consequences of the plans
  • an explanation of the financing
  • an explanation of the opportunities for participation
  • the transparency of the time schedule.

Framework and scope

The framework and scope of citizen participation opportunities are defined transparently and comprehensibly and communicated in an appealing manner. This includes

  • that the possibilities and limits of participation are clearly defined
  • that the legal framework conditions are stated
  • that those responsible are named and the form of communication is clear
  • that the group of participants is defined
  • that the timing and organization of the participation process are visible
  • that all interests to be considered are heard
  • that possible alternatives are identified in the planning process.

Encouraging participation

Good public participation uses low-threshold, open and broad participation formats and facilitates positive experiences in the process. This requires

  • activating work in urban districts through increased use of existing facilities there
  • Support for initiative building
  • target group-specific promotion of participation opportunities, e.g. for children, senior citizens and migrants
  • Projects with a clear framework that enable positive experiences during implementation.

Communication and discussion

Good citizen participation requires reliable and respectful communication at eye level. This requires

  • a culture of mutual appreciation
  • Reliable, accessible contact persons
  • Formats and time slots for feedback

Timing and concept

Good citizen participation begins at the earliest possible point in time. The goal is a well-informed citizenry. This requires

  • The administration to publish a list of projects with a timetable and planned opportunities for participation
  • the publication of this list of projects, including on notice boards in district centers and other public buildings
  • an opportunity for citizens to discuss the planned participation format.

Formats and suitable events

Good public participation uses a variety of attractive event formats and methods. This includes

  • low-threshold access through maximum accessibility or simple language
  • Preparation of the necessary information
  • defining the participation format in the concept phase of the respective projects.
