Minutes of the citizens' meeting at Anger on March 25, 2025

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Lord Mayor Dr. Florian Janik welcomes the citizens present to the citizens' assembly on the Anger and then refers to the general, usual rules.
Furthermore, the Lord Mayor welcomes the members of the City Council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.
Furthermore, Lord Mayor Dr. Florian Janik reports that, according to the provisions of the municipal code (Art. 18 GO), the recommendations and concerns of the citizens must be dealt with within three months by the City Council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.
Following the Anger / Bruck district council meeting, at 9:15 p.m. he gives the citizens the floor for their concerns and requests.
1. lack of signage to the Erlangen Bruck S-Bahn station
Citizens have increasingly observed that they cannot find their way to the S-Bahn station in Erlangen Bruck because the necessary signage is missing. Furthermore, it is reported that an application was submitted around four years ago to extend the signage. The administration reported back that this was not possible and was not desired by Deutsche Bahn. If it is not possible to erect signage, it is suggested that graffiti be applied to mark the route.

2. green space Jenaer Straße / Wladimirstraße / Geuderweg / Imhoffweg
The green space Jenaer Straße / Wladimirstraße / Geuderweg / Imhoffweg is increasingly being used by vehicles and worn out. It is suggested that the area be made impassable with stone blocks (example: Daimlerstraße traffic circle).

3. soiled paths Bayernstraße 4/6
The path to the meadow is frequently used by large vehicles. This creates large potholes and a swamp at the end of Bayernstraße (in the area of house numbers 4 and 6). It is requested that the holes be filled in with pebbles to resurface the road.

The City of Erlangen does not own the land in question in Bayernstrasse. Nevertheless, it has promised to seek talks with those responsible.
4. use of the Pestalozzi School meadow as a public soccer pitch
The Pestalozzi School meadow is used as a public soccer pitch, which causes noise nuisance for local residents. Is it permissible for the school grounds to be used as a public soccer pitch? It is proposed that the use of the school field be restricted to Monday to Friday until 6 pm only.
Lord Mayor, Dr. Janik:
In principle, the use of school facilities by the public is welcome. However, there is a major problem with vandalism at the Pestalozzi School. For this reason, the City of Erlangen has promised to prohibit public use of the meadow in the near future by putting up a prohibition sign.
Deputy head of the Erlangen police, Mr. Böhm:
Assurance is given that the police will ensure that the ban on use is observed. In the event of violations, please contact the police directly.
5. renovation of the Äußere Brucker Straße footpath and cycle path
When will the footpath and cycle path in Äußere Brucker Straße between the junction of Paul-Gossen-Straße and Wichernstraße on the Esso petrol station side be repaired?
Planning and Building Officer, Mr. Lang:
The need for refurbishment is already known to the Planning and Building Department and is noted in the work program. However, due to the current budget situation, the refurbishment must be postponed.
6. e-charging stations in the Anger district
Are there any further plans on the part of the City of Erlangen or Erlanger Stadtwerke to expand the charging network in the Anger district, e.g. in Isarstraße, with public charging points?
Planning and Building Officer, Mr. Lang:
There are currently no plans to expand e-charging points in Isarstraße. As the need for e-charging stations in this area exists and is already known, Isarstraße will be taken into account in the course of network expansion planning in the near future.
Lord Mayor, Dr. Janik:
The current lack of expansion is not due to the budgetary situation, but to the lack of expansion of the electricity grid.
7. junction Eggenreuther Weg / Bunsenstraße
The shallow turning angle tempts right turners coming from Eggenreuther Weg into Bunsenstraße to turn quickly. Despite the stop sign, there is no stop line. It is asked whether posts or additional markings (stop line) can be installed at this point.

Putting up posts and installing a stop line is not feasible in terms of traffic law. A promise is made to examine various possible solutions to the problem.
8. crosswalk at Sandbergschule
There is a lot of car traffic in the parking lot behind the Sandberg School, as parents park there to drop off/pick up their children. It is difficult for the children to cross safely, which is why a crosswalk would be helpful there. The proposal has already been reviewed by the Road Traffic Department, but cannot be implemented due to various legal regulations.
Lord Mayor, Dr. Janik:
The problem is known to the city, however there are no legally compliant regulations to enforce the crosswalk proposal.
REQUEST
A footpath should be built for schoolchildren behind the Sandberg School.
The motion was put to the vote and approved by a majority.
9. illegal parking on the corner of Friedhofsstraße and Sandbergstraße
There is unauthorized parking on the corner of Friedhofsstraße and Sandbergstraße. To prevent this, it is proposed that bicycle stands be erected at this location.

10. usable areas for climate neutrality
The embankments were cleared for the reconstruction of the A3. On the south side towards Eltersdorf at Wiesengrund, there is a large area available that is suitable for the installation of PV systems. Can the area there be developed with PV systems?
Lord Mayor, Dr. Janik:
The area mentioned is not owned by the City of Erlangen, but by the federal government's Autobahn GmbH. Erlanger Stadtwerke AG and the City of Erlangen are interested in buying the site, but the chances are not good. A nationwide review is currently underway to determine where PV systems can be built.
11 Barrier-free crossings in the Anger district
Many barrier-free crossings are missing in the Anger district. Along Neckarstraße in particular, there is no crossing to Johann-Jürgen-Straße and Saalestraße.
Consultant for planning and construction, Mr. Lang:
The issue of barrier-free crossings is very present. About a year ago, the restructuring of the concept for the aforementioned pedestrian traffic was tackled. Citizens were also consulted in the process. There is also a list of priorities in which the topic has been included.
12. illegal parking on Michael-Vogel-Straße
A citizen reported an increase in parking offenders along Michael-Vogel-Straße to Fließbachstraße (south-west and north-west corners) and to Am Anger Straße (north-west corner).

A promise is made to pass the issue on to the municipal traffic control department.
13. presentation of the heat pump at Anger
The citizens requested information on the current status of the heating network planning.
Lord Mayor, Dr. Janik:
The heating network planning has not yet been completed. The planning is due to be completed in May. This will be followed by several dialog events. The Anger district has potential for the expansion of district heating.
14. parking along Fließbachstraße (central cemetery)
There is an increasing number of mobile homes and vans parked along Fließbachstraße. Citizens are calling for parking to be restricted to cars due to the narrow width of the road.

15. reporting of parking offenders via the Weg.li app
Citizens can report parking offenders via the Weg.li app. Do these reports reach the police or can a similar platform be set up?
Deputy head of the Erlangen police, Mr. Böhm:
The reports via the app do not reach the Erlangen police. The app is the wrong platform for reporting parking offenders. People are urged to contact the police directly.
16. parking situation Fließbachstraße / central cemetery
The exit and entrance to the central cemetery on Fließbachstraße is mostly blocked by parking spaces. This is an obstacle for citizens with walking disabilities. The citizen calls for a parking ban to be introduced in the area of the exit and entrance to the central cemetery.

17. introduction of charges at the parking lot under the high bridge
Why is the parking lot under the high bridge not subject to charges?
Lord Mayor, Dr. Janik:
There is already such a proposal before the City Council. If approved by the City Council, the parking lot will be subject to a charge in the future.
After there were no more requests to speak, Lord Mayor Dr. Florian Janik ended the citizens' assembly at 10:15 p.m. and thanked the citizens for the discussion and for their commitment.

Citizens' meetings
The city of Erlangen holds an annual citizens' assembly for the entire city. In addition, a citizens' assembly is offered in the various local and district areas (17 assembly areas) per legislative period. Questions and topics can be put to the chair of the meeting, Lord Mayor Dr. Florian Janik, and to speakers in advance of and during the citizens' assemblies.
