Minutes of the Hüttendorf citizens' meeting on June 23, 2022

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Lord Mayor Dr. Florian Janik welcomes the citizens present to the "Hüttendorf" citizens' assembly and then refers to the general, usual rules.
The Lord Mayor also welcomes the members of the City Council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.
Furthermore, Lord Mayor Dr. Florian Janik reports that, according to the provisions of the municipal code (Art. 18 GO), the recommendations and concerns of the citizens must be dealt with within three months by the City Council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.
At 8:15 pm, he gives the floor to the citizens for their concerns and requests.


1. renovation of the kindergarten

What is the current status regarding the renovation of the kindergarten?

Chairman of the local advisory council, Mr. Menzel:
The funding was already approved by the City Council on 29.4.2021(agenda item 18).

Lord Mayor, Dr. Janik:
The city administration is in contact with the public sponsor (St. Albertus Magnus Catholic Church Foundation). As the financing has already been clarified, the next steps must now be taken by the responsible archdiocese.



2. express bus line Hüttendorf - center of Erlangen

The bus from Hüttendorf to the center of Erlangen takes approx. 40 minutes and makes more than 20 stops. The citizens suggest introducing an express bus line. Another suggestion from citizens is to shorten some of the routes of the Hüttendorf bus line.

Referent for planning and construction, Mr. Weber:
Express bus routes that are already sparsely occupied and pass through bus stops are not economical. There is currently a major shortage of bus drivers, which will not improve in the future. In addition, the introduction of an express bus line is associated with high costs.

Erlanger Stadtwerke AG, Ms. Angerer:
A partial shortening of the route of the Hüttendorf bus line is considered a good idea (no additional staff, no additional costs). However, the introduction is associated with a comprehensive review and can be implemented in an estimated two to three years.

REQUEST
The Planning and Building Department invites the chairmen of the Hüttendorf, Kriegenbrunn and Frauenaurach local councils to discuss the planning of an express bus route.
The motion was put to the vote and approved by a majority.



3. cancellation of buses

It is noticeable that buses regularly break down and schoolchildren have to wait a long time for the next bus.

Erlanger Stadtwerke AG, Ms. Angerer:
There is currently a major staff shortage of bus drivers*. If buses are unexpectedly canceled, please contact the customer service of Erlanger Stadtwerke AG immediately (09131 8234000).



4. parking ban on Hüttendorfer Straße

To make it easier for bus drivers, it is suggested that parking is prohibited for approx. 15m when coming from Hüttendorfer Straße into Tulpenweg.

The proposal is found to be good.

MOTION
It is proposed that a parking ban be introduced in Hüttendorfer Straße / Tulpenweg to make life easier for bus drivers.
The motion was put to the vote and approved by a majority.



5. canal / Regnitz compulsory leash

A leash requirement is requested between the canal and the Regnitz.

Lord Mayor, Dr. Janik:
A leash requirement for dogs had already been ordered for this area in the past. However, this obligation to keep dogs on a lead had to be revoked as the designation was unlawful (complaint by dog owners). A re-examination of the obligation to keep dogs on a lead in the aforementioned location is assured.



6. missing footpath on Hüttendorfer Straße / Vacher Straße

There is no sidewalk on Hüttendorfer Straße heading out of town towards Vach.

Referent Planning and Building, Mr. Weber:
There is a safety strip (dashed line) on this road, which is intended for pedestrians* and cyclists*. There is no municipal land available for the construction of a footpath.



7. photovoltaic systems

What is the City of Erlangen's position on equipping large areas with photovoltaic systems?

Planning and Building Officer, Mr. Weber:
Erlangen's municipal utilities are currently examining on which areas PV systems can best be connected to the feed-in grid. At the same time, private companies are making enquiries (on their own initiative) to landowners regarding open spaces for PV systems (1st test mechanism). If the landowner agrees, the private company will contact the building regulations authority of the City of Erlangen and Erlanger Stadtwerke regarding the next steps (checking the suitability of areas).

Lord Mayor, Dr. Janik:
With regard to the conflict of PV systems on listed buildings, the government has announced an amendment to the Building Act.



8. addresses of property owners (listed buildings)

Where do private contractors get the addresses and parcel numbers of the owners? Is this subject to data protection?

Planning and Building Officer, Mr. Weber:
It is regulated by law that the surveying office may issue basic data if there is a legitimate interest.



9. speed measuring devices

Speed measuring devices are desired at the entrance and exit of the town. The volunteer fire department has agreed to set up and maintain the measuring devices.

Referent for planning and construction, Mr. Weber:
There is a lack of personnel resources for the installation, maintenance and repair of speed measuring devices.

Lord Mayor, Dr. Janik:
If the volunteer fire department in Hüttendorf sets up, maintains and repairs the speed measuring devices, the devices can be provided by the City of Erlangen.

MOTION
Two speed measuring devices will be provided by the City of Erlangen and set up by the volunteer fire department in Hüttendorf and maintained and repaired as required.
The motion was put to the vote and passed by a majority.



10. lawn area Hüttendorf school building

The lawn on the left-hand side of the school building in Hüttendorf needs to be mowed again.

Mayor, Dr. Janik:
Assurance will be given that it will be done.



11th school building

The school building, especially the toilets, is in a poor condition. The building needs to be renovated.

Lord Mayor, Dr. Janik:
It is proposed to arrange a site visit together with the local advisory council and the building management of the city of Erlangen in order to check to what extent refurbishment is possible together with helpers* from Hüttendorf.



12. footpath and cycle path Hüttendorf / Kriegenbrunn

It is noted that streetlights should be installed on the footpath and cycle path between Hüttendorf and Kriegenbrunn.

Lord Mayor, Dr. Janik:
Due to the applicable nature conservation guidelines (insect and animal protection), no street lamps can be installed on this footpath and cycle path.



13. hedge on footpath and cycle path (football pitch in Kriegenbrunn)

The hedge between the road and cycle path between Hüttendorf and Kriegenbrunn needs to be trimmed again.

Mayor, Dr. Janik:
An assurance is given that it will be done.



14. potholes

A request is made to repair the potholes in Hüttendorf, especially at the canal bridge.

Referent for planning and building, Mr. Weber:
A completion is assured. Furthermore, attention is drawn to the damage report on the website of the City of Erlangen.



15. ditch Narzissenweg / Tulpenweg crossing area west of Veilchenweg

During heavy rainfall, the water runs into Tulpenweg because the ditch cannot hold back the water.

Referent for planning and construction, Mr. Weber:
A promise is made to look into the issue.



After there were no more requests to speak, Mayor Dr. Florian Janik ended the citizens' assembly at 10:01 pm and thanked the citizens for the discussion and their commitment.

Citizens' meetings

The city of Erlangen holds an annual citizens' assembly for the entire city.
