Minutes of the Kosb/Häus/Steud citizens' meeting on March 22, 2022

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Mayor Jörg Volleth welcomes the citizens present to the "Kosbach / Häusling / Steudach" citizens' assembly and then refers to the general, usual rules.
Furthermore, the mayor welcomes the members of the city council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.

1. bus route 287 / on-call bus

The citizens express their massive dissatisfaction with the discontinuation of bus route 287 and the introduction of the on-call buses. A quick change is desired. Many citizens appeal for the resumption of the regular bus system (line 287).

Head of Legal Affairs / Urban Transport (ESTW), Mr. Wurzschmitt:
The dissatisfaction of the citizens* in Kosbach / Häusling / Steudach is already known. In December 2020, the bus transport model was changed based on data from 2019 and before, as passenger numbers were very low. The regular bus service continues to run at high frequency times (e.g. school transport). For other times, the flexible on-call bus model was introduced with a lead time of at least half an hour. This on-call bus model has added ecological value, as it only runs on demand. The bus connection between Lindnerstraße and the Westfriedhof terminus should be replaced by a bus system.

2. highway bridge to Untermembach

What will happen to the access road to the former bridge over the A3?

Referent for planning and construction, Mr. Weber:
According to information from the highway authority, the bridge is expected to be opened to traffic at the end of this year. The old ramp will be dismantled.



3. missing traffic mirror "Kapelle" at the end of the town

At the "Kapelle" road junction in Kosbach, a traffic mirror has been installed on one side towards the center of the village. There is no mirror towards the end of the village.

An inspection of the site has shown that no further traffic mirrors should be installed.



4. cycle path connection Steudach / Kosbach / Häusling

There is currently no cycle path connection from Steudach to the Erlangen cycle path network in the direction of Häusling and Kosbach. It is proposed that an existing field path be paved and used as a cycle path.

Referent for planning and construction, Mr. Weber:
A dedicated cycle path is not possible due to a shortage of space. Asphalting unpaved field paths is not considered sensible from an ecological and economic point of view.



5. lack of lighting on the Steudach cycle path towards Büchenbach

It is proposed to install photovoltaic-powered lamps.

The City Council has rejected lighting due to light pollution and insect protection in out-of-town localities (corridor and forest areas).

REQUEST
The lighting at the Adenauerring / Steudacher Straße junction is to be reviewed.

6. increase in traffic at Adidas Base

Traffic has increased due to the opening of the Adidas Base. Is it possible to intervene in the navigation systems and make a note of the road passage for residents only?

Referent for Planning and Building, Mr. Weber:
The City of Erlangen does not have the possibility to intervene in navigation systems.



7. damaged verges

It is requested that the verges on all local roads in the assembly area be permanently repaired.

Referent for planning and construction, Mr. Weber:
A promise is made to check whether the verges need to be refurbished. However, due to the constant driving on the verges, sustainable rehabilitation is not possible. It is therefore requested that the verges are not used as a roadway, as they are not designed for this purpose.

MOTION
The verges on all local roads in the Kosbach / Häusling / Steudach area should be sustainably repaired.
The motion was put to the vote and approved by a majority.



8. noise barrier Dorfweiher

When will the noise barrier in the area of the village pond be rebuilt?

Department for Planning and Construction, Mr. Weber:
An answer will be assured.



9. traffic island on Forststraße

The traffic island in Forststraße in the direction of Dechsendorf is to be checked for correct traffic regulation (traffic routing) due to a local redesign.

Mayor, Mr. Volleth:
A review and response is assured.



10. barn in Steudach

The barn in Steudach has been scheduled for demolition since 1998 as it is no longer safe for traffic. What is the current status? Can the sandstone from the barn be used to help shape the new market square? Furthermore, safety measures are requested, especially with regard to the gates. It is also noted that the property should be regularly cleared, gritted and swept, as the City of Erlangen is the owner.

Referent for planning and building, Mr. Weber:
The demolition of the barn and the design of the sandstones are planned in the 2023 work program. With regard to the security measures (locking the gates) and maintenance measures for the road and sidewalk (clearing, gritting, sweeping), completion is assured.



11. misappropriation statute

It is asked whether anything has changed in the misappropriation statute and whether freelance citizens can use living space as a place of work.

The misappropriation statute remains unchanged. It does not allow self-employed citizens to use existing living space as a place of work. However, the statute does allow self-employed persons working as freelancers to use a room in their home for this purpose.



12. garbage highway service area

Citizens complain about the constant dumping of garbage at the A3 highway service area. The garbage is probably deliberately left behind by drivers and blown onto the fields by the westerly wind.

Mayor, Mr. Volleth:
A promise is made to look into the issue.

MOTION
The City of Erlangen should approach the freeway authorities to rectify the garbage problem at the A3 freeway service area.
The motion was put to the vote and passed by a majority.



13. extension of the western cemetery

What is the current status regarding the expansion of the Westfriedhof cemetery? According to the land use plan, the cemetery could be extended, but the space provided for this is currently being used as a storage area for the Erlangen building yard.

Various options are currently being examined.

The storage area of the building yard is to be used for the extension of the western cemetery.

14. trench development plan Steudach

A question is asked as to whether the ditch (towards Klosterwald) constitutes a legal basis for the Steudach development plan.

A visit to the location is promised and an answer assured.

Citizens' meetings
