Erlangen’s downtown area is heavily burdened by traffic (parked vehicles, commuter traffic, etc.). To reduce motor vehicle traffic in the city and improve the quality of life for residents, public transportation will be further strengthened through appropriate measures.

The Local Transit Plan (NVP) was updated between 2021 and 2025. Work was carried out in several thematic forums. The updated NVP sets out the strategic direction for the development of public transit over the next five years and examines measures for improvement:
As of January 1, 2024, the free downtown zone was introduced as a pilot project for three
years. The pilot project ends on December 31, 2026. Surveys have shown that most passengers already use season passes or the Deutschlandticket; therefore, given the budgetary situation, the benefit of this offer is minimal. The regular fare will then apply to City Line 229 starting in January 2027.
As part of a transportation study, planning for a mobility concept for “An den Arcaden” and the new Regnitzstadt is being advanced in conjunction with the StUB. The consultant began work on the study in the spring of 2025, and it will continue into 2026.
The “City Line” was introduced in December 2023, and the free downtown zone took effect on January 1, 2024, and will remain in effect through December 31, 2026. These are the first measures from the local transit plan adopted in November 2025.
For the free downtown zone, the city of Erlangen reimburses the VGN annually for fare revenue amounting to approximately 325,000 euros (plus future fare increases).
Citizens and interest groups are involved as part of the legally required public participation process. The Mobility Forum was also involved throughout the duration of the project.
