The Urban Development Concept (STEK) is being developed to provide an interdisciplinary framework of guidelines and objectives for the entire city of Erlangen for the coming years.
The STEK aims to identify the substantive and spatial priorities of urban development and to formulate medium- to long-term visions, goals, and projects. Existing competing interests will be discussed as part of the STEK process in order to jointly establish priorities and create development opportunities for the future. To this end, there will be broad public participation.

For the STEK project, the city is collaborating with an external planning team. The current focus is on reviewing and cross-referencing existing concepts and documents, supplemented by the city’s own assessments and feedback from stakeholders in the local community. The goal of the analysis phase is to define key areas of action and spatial focus areas and to identify Erlangen’s strengths and weaknesses. During the conceptual phase, we will look toward the future of Erlangen together with the city’s community: The goal is to develop a vision for the future as well as a spatial development concept. We will formulate the overarching framework and define goals, strategies, and measures for the key action areas and spatial focus areas.
To ensure a smooth transition to the implementation phase once the concept is finalized, an implementation strategy will be developed. A key element of this will be the revision of the land-use plan.
The concept is currently being developed. The process is expected to take three and a half to four years.
Costs are primarily incurred in developing the concept for the external office and for public relations
Informing and involving all stakeholders and the broader community is an essential and fundamental element of the STEK development process. The goal is to shape the future of Erlangen together with and for the citizens and the city. The process is intended to be transparent and accessible at all times.
Throughout the process, there will be various opportunities to get actively involved. In addition to online formats, in-person events will also take place. These will be announced well in advance. Given the citywide scope of the project, special emphasis is placed on the diversity of opportunities offered. All city districts and neighborhoods will be involved, as will the various population groups.
