2nd cover sheet for development plan no. 328 - Former railroad areas south of Hilpertstrasse - with integrated green space plan and early public participation
The Environment, Transport and Planning Committee of the City of Erlangen decided in a public meeting on
meeting on 11.05.2021 to draw up the 2nd cover sheet for development plan no. 328 for the area of the former railroad areas south of Hilpertstraße and the adjacent part of Hilpertstraße to the north in accordance with the provisions of the German Building Code (BauGB).
In accordance with Section 2 (1) sentence 2 of the German Building Code (BauGB), the decision to draw up the plan was published in accordance with local practice.
The area of application is shown in the site plan below. The map is based on the extract from the real estate cadastre from October 2022.
In accordance with the provisions of the German Building Code (Section 3 (1) BauGB), early public participation was carried out from October 17, 2022 up to and including November 11, 2022.

The former railroad premises south of Hilpertstrasse, east of the Nuremberg-Bamberg railroad line, have been vacant since 2011 and have been sold in recent years. The new landowner would like to use this land for commercial purposes. As a result, there is a need for action to reorganize the site in terms of urban development.
The need for planning arises primarily from the development situation: the existing development plan no. 328 was drawn up in 1984 with the aim of connecting Hilpertstrasse with Güterbahnhofstrasse in due course. This objective was not pursued further at the time with the implementation of project-related development plan no. 383, the connection of Güterbahnhofstraße to Werner-von-Siemens-Straße, so that an amendment to development plan no. 328 is required in the area of western Hilpertstraße, as this currently ends in the west without a necessary turning facility.
In addition, the prerequisites for future-oriented commercial use are to be created, which carefully and sparingly handles the scarce resource of land, supports the mobility transition and can thus represent a first building block in upgrading the entire commercial district. The development of commercial areas creates a basis for maintaining, securing and creating jobs in the region.
The preliminary draft of the development plan is also on display in the town hall foyer during the presentation period.
