Announcement of the adoption of development plan no. 438 - Siemens Campus Module 8 -
with integrated green space plan
On March 31, 2022, the City Council of the City of Erlangen adopted development plan no. 438 - Siemens Campus Module 8 - for the area to the east of Siemens Campus Module 2 as a statute in accordance with Section 10 (1) of the German Building Code (BauGB).
The development plan, together with the explanatory memorandum and summary declaration, as well as the DIN standards and other regulations mentioned in the provisions of the development plan, are available for inspection by anyone at the Erlangen Office for Urban Planning and Mobility (Gebbertstraße 1, 3rd floor) during general office hours.

With this announcement, development plan no. 438 - Siemens Campus Module 8 - comes into force in accordance with Section 10 (3) BauGB.
The statutory notices in accordance with §§ 44 Para. 5 and 215 Para. 2 BauGB are published following this announcement.
a) In accordance with Section 44 (5) of the German Building Code (BauGB):
If the property disadvantages specified in Sections 39 to 42 BauGB have occurred as a result of the development plan, the person entitled to compensation may demand compensation. He can bring about the maturity of the claim by applying in writing to the party liable to pay compensation (see Section 44 (1) and (2) BauGB).
A claim for compensation expires if the claim does not fall due within three years of the end of the calendar year in which the pecuniary disadvantages specified in §§ 39 to 42 BauGB occurred.
b) In accordance with § 215 Para. 2 BauGB:
The following shall be disregarded in the creation of this development plan
- a violation of the procedural and formal regulations specified in Section 214 para. 1 sentence 1 nos. 1 to 3 of the German Building Code (BauGB),
- a violation of the provisions on the relationship between the development plan and the land use plan, which is relevant under Section 214 (2) of the BauGB, and
- any deficiencies in the balancing process pursuant to Section 214 (3) sentence 2 BauGB,
if they have not been asserted in writing to the City of Erlangen - Office for Urban Planning and Mobility - within one year of the publication of the statutes, stating the facts justifying the violation.

Over the next two decades, Siemens plans to develop a forward-looking and innovative campus quarter on the site of its current location south of Paul-Gossen-Strasse. Accordingly, the Siemens site is to be redeveloped with a high-quality
concept that meets the above-mentioned requirements in terms of use, design, traffic and nature/landscape. In contrast to the previously closed Siemens site, the new Siemens Campus will be publicly accessible and permeable.
The development of the planned area will take place in stages, taking into account an overarching master plan, in which spatially defined modules are developed one after the other. With the entry into force of the two development plans no. 435 - Siemens Campus Module 1 - and no. 436 - Siemens Campus Module 2 - in December 2016, the legal basis for the first two construction phases is in place. Module 1 is already in full use and Module 2 is in the middle of construction. The establishment of development plan no. 438 - Siemens Campus Module 8 - with an integrated green space plan will now create the legal basis for the implementation of a further construction phase.
In Module 8, office, research and laboratory buildings are planned, which will be embedded in an orthogonal network of green and open space axes in accordance with the overarching planning concept of the Siemens Campus. On the first floors, smaller stores and restaurants will provide a range of services, enliven the quarter and create a high quality of stay, particularly on the green axes. An existing wooded area in the north and a pocket park in the south-east will be integrated into the green and open space system. The open space design statutes of the city of Erlangen, which among other things aim to ensure and promote the appropriate greening of building plots, will form the basis of the green design. The development plan ensures the necessary road access for the development via Hammerbacherstraße and enables the traffic connection via Freyeslebenstraße and Schuckertstraße to Günther-Scharowsky-Straße to the west.
