The Climate Action Roadmap has been drawn up and 41 climate protection measures have been developed - what happens now? The city administration is moving forward and will begin implementing 14+ measures in 2023. At the same time, the other measures are being specified in order to be able to implement them in the coming years.
Together with the ifeu Institute, so-called lighthouse measures were identified that either have a high CO2 saving or act as a role model. These should therefore be implemented first. Some of the measures are already being implemented and should now be pursued even more intensively. Other measures, on the other hand, must first be specified.
But what is hidden behind terms such as "moratorium on boiler replacement" and what exactly are "integrated district concepts"? Here you will find a brief description of the 14+ measures.

What is it all about?
The city administration of Erlangen is to become climate-neutral before 2030. This means that the city administration must produce almost no CO2 emissions by 2030. The city administration's CO2 emissions are mainly caused by its electricity consumption, the heating of buildings and its vehicles (e.g. also clearing or refuse collection vehicles.) The buildings include not only the administrative buildings such as the town hall, but also all the schools and kindergartens operated by the city, for example.
Why is this important?
Even if the city administration only accounts for a small proportion of the city of Erlangen's CO2 emissions, it is important that it sets a good example.
What is it about?
In addition to the city administration, other Erlangen stakeholders (e.g. companies, but also other institutions) are invited to take measures to achieve climate neutrality before 2030. This includes, for example, the renovation of their own buildings, the use of solar energy on their own roofs, climate-friendly business trips or raising awareness among employees.
What is to be achieved?
Climate protection is pioneering work. For this reason, the "Climate Neutral Erlangen Alliance" group is to be founded in order to exchange experiences and support each other in implementation.
What is it about?
Concepts for heat and energy supply in various districts are developed and implemented together with local people. The aim is to convert the energy supply to renewable energy and increase energy efficiency in the neighborhood (e.g. through renovations). At the same time, the key players in the neighborhood (e.g. homeowners, energy suppliers and tradespeople) are to be networked so that a good solution can be developed together.
What is this supposed to achieve/why is it important?
By drawing up the concepts together with the residents, the planning is concretized and implemented directly on site. This contributes significantly to the implementation of the heat transition.
What is it all about?
Climate protection pays off in the long term - for nature, for people and for your wallet. But this requires investment in climate protection. The climate budget ensures that the city of Erlangen allocates sufficient financial resources to climate protection so that it can achieve its climate targets.CO2 budgets are set for this purpose, which must not be exceeded. If this does happen, improvements must be made and more invested in climate protection.
What is this supposed to achieve/why is it important?
On the one hand, it makes it clear which areas are responsible for which emissions, and on the other, the climate budget serves as a management tool to reduce the city's CO2 emissions.
What is it about?
The city administration uses various channels (e.g. website, newspaper, posters, social media) to communicate its goals and offers (e.g. advice, funding programs). The aim is to provide information about the climate crisis and raise awareness.
What is this intended to achieve/why is it important?
Climate neutrality can only be achieved if everyone participates. Therefore, all Erlangen residents should be informed about the goals and thus acceptance for measures should be created.
What is at stake?
The city of Erlangen is therefore committed to removing legal barriers to climate protection in state and federal legislation. Everyone is invited to join the campaign.
What is this supposed to achieve/why is it important?
Many measures that are important for climate protection cannot yet be implemented due to the current legal situation. This includes, for example, the fact that, according to road traffic regulations, you cannot simply introduce a 30 km/h speed limit on a road.
What is at stake?
In order to achieve a successful heating transition and make the heating supply climate-neutral, a plan is needed that shows how this can be achieved before 2030.
What is this supposed to achieve/why is it important?
Around 70% of the energy consumed by residential and office buildings is used for heating. A climate-friendly heat supply is therefore a major step towards climate neutrality. The Heat Master Plan not only shows where there is a current need for heat, but also where potentials such as waste heat can be used and where the heat supply can be reduced.
What is it all about?
Erlangen's heating networks, such as the district heating network and local heating networks, are being expanded and made climate-neutral. While the Master Plan Heat 2023 covers the entire city, this measure aims to look at the heating networks in detail.
What is this supposed to achieve/why is it important?
Making the heating networks in Erlangen climate-neutral is an important step towards climate neutrality. This measure is intended to create transformation plans for Erlangen's heating networks and examine how renewable energies can be used to operate the networks. This could be, for example, a large heat pump on the Regnitz, geothermal energy (i.e. heat from the earth) or hydrogen.
What is it all about?
Natural gas and oil heating systems are still frequently installed in renovated buildings. With a service life of at least 15 years, these heating systems will not be able to achieve the climate targets. The boiler replacement moratorium is therefore intended to promote the gradual phasing out of fossil fuel heating systems. In future, the city administration will focus on 100% renewable heat supply for new buildings and at least 90% renewable heat supply for renovations. As always, the more people take part, the more effective the climate protection.
What is this supposed to achieve/why is it important?
If new gas or oil boilers are installed now, a regular replacement cannot be expected before 15 years. In order to avoid fossil heating systems remaining in place for so long, the city council's heating supply should be gradually converted to renewable heating and no new gas or oil boilers should be installed.
What is it all about?
All city administration buildings will become climate-neutral, i.e. no more CO2 emissions will be produced during the operation of the buildings. To this end, refurbishment strategies are to be drawn up for all buildings. This includes, for example, insulating the buildings and operating them with renewable energies, e.g. by installing a photovoltaic system on the roof.
What is this supposed to achieve/why is it important?
Even if the city administration only has a small share in the CO2 emissions of the city of Erlangen, it is important that it sets a good example.
What is it all about?
Not only the municipal buildings - all other buildings in Erlangen are also to become climate-neutral, i.e. no more CO2 emissions are produced during the operation of the buildings.
What is this supposed to achieve/why is it important?
Climate neutrality in Erlangen can only be achieved if all buildings no longer produce CO2. To achieve this, a refurbishment strategy can be drawn up for all buildings within the city's sphere of influence. All building owners are therefore invited to join this measure.
What is it all about?
Buildings of identical construction are quickly and easily refurbished through serial refurbishment.
Why is this important?
Building refurbishment is often time-consuming. With serial refurbishment, identical buildings are measured with a laser and insulation is produced in series. The insulation can then be applied to the façade in just a few steps. GEWOBAU in Erlangen is already using this method. Other players are invited to join this measure.
What is it about?
Urban districts are to be redesigned in such a way that they meet people's needs (e.g. tranquillity, green spaces, good quality of stay) and climate-friendly mobility is strengthened. This includes, for example, cycling, public transport and walking. These forms of mobility should be designed and combined in such a way that they can be easily used by everyone.
Why is this important?
There are currently around 2500 public parking spaces. These take up valuable space in the city, which has an impact on the quality of life, but also on road safety. People with baby carriages, walkers or wheelchairs often have to use the street because there is not enough space on the sidewalk. The measure is intended to create spaces for people and keep traffic out of the neighborhoods and onto the main roads.
What is it all about?
Local public transport is to be made more attractive for everyone. This will be achieved by expanding services, improving coverage in rural areas, minimizing the number of transfers, improving prices and making tickets easier to use.
Why is this important?
In order to facilitate the switch to climate-friendly forms of mobility, it is important that a good alternative service is available.
