Application for a construction site

For all work in public traffic areas, a traffic law order for traffic regulation measures, e.g. for work in the road area (such as signage to secure a construction site) must be applied for in accordance with Section 45 (1 & 2) of the Road Traffic Regulations (StVO).
A permit must be obtained for all work in public traffic areas. This also applies to all private areas that are publicly accessible (e.g. supermarket parking lots).

The distinction between an excavation application and a building construction application can be clarified relatively simply. During excavation, the surface is opened up and changed. For example, laying empty conduits, lowering sidewalks or similar. A building construction measure is a purely superficial measure such as setting up working platforms, scaffolding or areas for construction site storage.
The disruption application is for all measures that cannot be postponed. Examples of this are a burst water pipe, damage to gas pipes or similar.
First decide what type of construction work is involved. For all types of excavations and the positioning of stationary cranes/construction machinery, you must first request planning information via the EPA system ( electronic planninginformation) of Erlanger Stadtwerke. You will receive a generated EPA number, which you enter accordingly in your application. This also eliminates the need to reconfirm receipt of the plans with ESTW. If you have any problems with this, please contact Erlanger Stadtwerke AG directly at planauskunft@estw.de. Please also note that the plans are valid for 6 weeks and that you must request the plan information in good time!
Otherwise, please complete the application form in full and send it to our corresponding general mailbox. If you have a building construction project (with a stationary crane), the address is sondernutzung-baustellen@stadt.erlangen.de. For all excavation measures (including fault applications), the address is aufgrabungen@stadt.erlangen.de.
As soon as we have received your fully completed application with a site plan and aerial photograph, the 3 week lead time begins accordingly. Please note this lead time in the "Start" field when submitting your application.
As soon as we have fully processed your application, you will receive an e-mail with your traffic order and any additional documents such as traffic sign plans.
The City of Erlangen does not erect or provide any signs for construction work or similar. The traffic safety of a work site must always be carried out by a traffic safety company. In addition, traffic safety can also be carried out by the customer, however, proof of suitability and qualification for securing work sites in accordance with RSA21, ZTV-SA 97 and MVAS 99 is required.
In principle, there is a lead time of at least 3 weeks to fully ensure that the application can be approved.
The lead times are caused by a high volume of applications, obtaining various opinions or consultations with other authorities and, if necessary, the preparation of traffic sign plans.
In more complex circumstances, the lead time can be extended by up to 12 weeks. This is the case when bus stops have to be relocated, buses have to be rerouted or fixed traffic lights have to be changed or switched off.
The following attachments must always be included with the application:
- Site plan with aerial photograph
- Proof of training in accordance with MVAS 99 / RSA 21/ RSA 95 training
If a traffic light (traffic signal system) is required to safeguard the construction site, the traffic engineering documents must also be enclosed. In the case of larger and more complex measures, it should also be noted that traffic sign plans must also be included.
In order to best assess how the VAO should be designed, a suitable site plan should be attached.
The site plan should be provided with an aerial photograph (for example a Google Maps or Bayern Atlas extract) and have a maximum scale of 1:1000.
On the one hand, the actual work area and the entire work area must be drawn in different colors as true to scale as possible.
As the city of Erlangen holds the title of "Bicycle-friendly city", the minimum values recommended by the AGFK must be given priority.

For reasons of public safety and order, construction sites or construction site equipment areas and scaffolding in the city center and Nordstadt must be cleared or dismantled during the "Erlanger Bergkirchweih" (duration 12 days starting from Thursday before Whitsun, 16.05.2024 to 27.05.2024). No construction site permits/extensions will be issued for the inner city area or for Erlangen Nordstadt. Existing construction sites must be dismantled no later than the Saturday (11.05.2024) before the start of the Bergkirchweih and all construction site equipment such as containers, building materials, etc. must be removed.
