Continued Fiscal Consolidation
Stand: 23.07.2026
At its meeting on April 27, the City Council approved savings of approximately 940,000 euros in the area of discretionary services for fiscal year 2026. This decision was prompted by the city’s continuing financial strain as well as clear guidelines from the Government of Middle Franconia, the responsible supervisory authority.
Consolidation Affects Grants
The consolidation primarily affects grants awarded by the city. As decided by the City Council in December 2025, the administration evaluated the actual expenditures for the year 2025. In some cases, these were significantly below the already reduced budget estimates. Based on this, an assessment was made of the extent to which further adjustments are possible. The goal of the discussions was to preserve existing structures in the city as much as possible.
State Government Has Required the City to Consolidate
As part of the approval of additional borrowing in May 2025, the government of Middle Franconia required the city to
- further develop its budget consolidation plan and
- achieve improvements, particularly with regard to liquidity, debt levels, and discretionary services.
In connection with the necessary increase in the cash credit limit, it was repeatedly emphasized that consolidation measures are required across all areas of spending.
Consolidation as a Prerequisite for Needs-Based Allocation
Furthermore, the proposed needs-based allocation from the Free State of Bavaria in the amount of approximately 15.25 million euros to compensate for shortfalls in trade tax revenue is contingent upon the city of Erlangen demonstrably exploring and implementing consolidation measures—particularly regarding discretionary services, investments, and revenue.
