Minutes of the Sieglitzhof citizens' meeting on February 27, 2024

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Lord Mayor Dr. Florian Janik welcomes the citizens present to the Sieglitzhof Citizens' Assembly and then refers to the general, usual rules.
The Lord Mayor also welcomes the members of the City Council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.
Furthermore, Lord Mayor Dr. Florian Janik reports that, according to the provisions of the municipal code (Art. 18 GO), the recommendations and concerns of the citizens must be dealt with within three months by the City Council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.
At 8:08 p.m., he gives the floor to the citizens for their concerns and motions.
1. district heating Löhestraße/Ebrardstraße
What is the current status of the district heating connection, specifically in Löhestraße and Ebrardstraße?
Lord Mayor, Dr. Janik:
The municipal district heating planning will be completed at the end of this year.
Erlanger Stadtwerke AG, Ms. Angerer:
From April 15, 2024, Drausnickstrasse and Sieglitzhofer Strasse will be upgraded in three construction phases with district heating pipes and a new road surface.
2.Löhestraße play street / greening
Can Löhestraße be converted into a play street without through traffic?
Planning and Building Officer, Mr. Lang:
The topic will be included in the medium-term planning. A timetable cannot yet be given.
3.Schwabach floods
It has been observed for many years that it takes a very long time for the paths to be reopened once the flood waters have disappeared.
Referent for planning and construction, Mr. Lang:
We ask for your understanding, as there is a lack of personnel capacity for the necessary inspections and checks.
4.30 km/h zone Drausnickstraße
The citizens suggest the establishment of a 30 km/h zone or a red traffic light in Gedelerstraße. The chairwoman of the district council asks why a temporary 30 km/h zone could be designated in Fürth (grammar school behind Nürnberger Straße) and not in Erlangen, although the business school and the FIS in Erlangen are located directly on the road.
Lord Mayor, Dr. Janik:
According to the Road Traffic Regulations (StVO), a 30 km/h zone is not permitted in Drausnickstraße. No traffic lights are permitted in a 30 km/h zone and this is not possible in this location. A 30 km/h zone is only permitted at accident blackspots and directly in front of schools, kindergartens or residential facilities for the elderly. It is emphasized that the exit of the school and the day nursery are not directly on Drausnickstraße. In view of the example in Fürth, the documents were also examined internally and the introduction of a 30 km/h zone or 30 km/h on Drausnickstraße was deemed to be legally impermissible. A promise has been made to submit the documents at a later date.
Planning and Building Officer, Mr. Lang:
Stationary speed cameras are not in use in Erlangen. With regard to speeding, the municipal traffic control department will be informed. With regard to the 30 km/h zone or 30 km/h in Drausnickstraße, it is also not possible to appeal to noise protection, as the volume of traffic is too low for this.
5.Local public transport
How is the local public transport connection planned west of Sieglitzhofer Strasse? A scheduled cab service is proposed. The bus from Hugenottenplatz in the direction of Sieglitzhof only runs twice an hour. Lines 284 and 294 will run every two minutes, followed by a waiting time of half an hour. A quarter-hourly service is suggested. Furthermore, the bus from the city to Sieglitzhof only runs every hour on Saturday and Sunday evenings. It is suggested that a half-hourly frequency be reintroduced.
Erlanger Stadtwerke AG, Ms. Angerer:
In connection with the new local transport plan, it is currently being examined how the western part can be connected to the local public transport system.Due to a lack of personnel capacity, bus journeys had to be reduced last year. The city of Erlangen's timetable is an overall concept that includes transfer times, roadworks, etc. and does not easily allow for the desired changes in frequency. The suggestions will be taken on board and examined.
Lord Mayor, Dr. Janik:
Furthermore, there are ideas to connect the western part of Sieglitzhofer Straße up to Spardorfer Straße with public transportation.

The western part of Sieglitzhofer Straße should be connected to public transport.
The motion was put to the vote and approved by a majority.
6.Lighting on Spardorfer Straße
The footpath and cycle path from Sieglitzhofer Straße out of town just after the Rennestraße junction (at the level of Strebergärten) is not illuminated.
Referent for planning and construction, Mr. Lang:
The only possibility for improvement through lighting at the aforementioned location on Spardorfer Strasse is the extension of the state road 22/42. The state building authority has not yet announced a timetable for the construction of the state road. Otherwise, no lighting can be installed for nature conservation reasons.
7.Community center
Due to the closure of the Waldschänke restaurant, the Sieglitzhof Citizens' Association no longer has a meeting place. It is asked whether a community center or a similar facility can be created for the associations to meet.
Lord Mayor, Dr. Janik:
It is suggested that the needs in the Sieglitzhof district be examined and a solution found with the City of Erlangen's Office for District Work (e-mail stadtteilarbeit@stadt.erlangen.de).
8.Speed checks on Lange Zeile
When will there be speed checks or smiley displays for speeding in Lange Zeile from the Rennestraße / Bogenweg junction?
Planning and Building Officer, Mr. Lang:
The issue will be passed on to the municipal traffic monitoring department. Five speed measurement systems will soon be purchased for the entire city of Erlangen. The location will be added to the priority list.
9.LED streetlights
When will there be LED streetlights in Lange Zeile from the Rennestraße Bogenweg junction (especially in the last section from house number 130, which is near the forest)?
Planning and Building Officer, Mr. Lang:
The City of Erlangen has an extensive program that includes the conversion of streetlights to LED streetlights.
Lord Mayor, Dr. Janik:
The program envisages that in 2032 all streetlights in the city area of Erlangen will have been converted to LED streetlights, provided that the funding is made available on a permanent basis.
10.Funding for cargo bike trailers
Will there be funding for cargo bikes and especially for bicycle trailers in 2024?
Planning and Building Officer, Mr. Lang:
In 2024, there will be funding for cargo bikes with bicycle trailers.
11.City-country railroad
Which citizens will travel on the Stadt-Umland-Bahn? Why are cheaper e-trolleybuses not used? What are the advantages of the eastern branch (congestion, frequency and capacity)? How will the Stadt-Umland-Bahn optimize bus transport (relieving congestion in the city centre)?
Lord Mayor, Dr. Janik:
The citizens themselves will decide whether the Stadt-Umland-Bahn will be built (council decision on 9.6.2024; together with the European elections). The Stadt-Umland-Bahn is expected to be used by around 40,000 passengers a day. The largest group of users are commuters. The biggest advantage of the Stadt-Umland-Bahn compared to e-buses is the time saved.
Consultant for planning and construction, Mr. Lang:
The routing and calculations of passenger numbers with the associated possible frequencies of the east branch are currently being planned. The journey time can be optimized with the Stadt-Umland-Bahn. Furthermore, bus mobility can be significantly improved through the new design of the mobility hubs (frequency, travel times, quality).
12.Accessibility at intersections
The crossing areas should be made barrier-free. In the case of Kurt-Schumacher-Straße / Elisabethstraße, only the cycle path was lowered.
Planning and Building Officer:
As a matter of principle, crossing areas are to be made barrier-free. An inspection is promised for Kurt-Schumacher-Straße / Elisabethstraße.
13.Renaming of Lorlebergplatz and Hindenburgstraße
It is suggested that Lorlebergplatz be renamed Henning-von-Tresckow-Platz and Hindenburgstraße be renamed Henning-von-Tresckow-Straße.

The suggestions will be examined and a response promised.
14.Wooded area on Leimbergerstraße
Are there plans to build on the wooded area on Leimbergerstrasse in the near or distant future?
Lord Mayor, Dr. Janik:
There are no plans for development at this location.
15.Sidewalk Spardorf / Lange Zeile
Can the sidewalk to Spardorf in Lange Zeile be extended?
Planning and Building Department, Mr. Lang:
The Planning and Building Department will carry out a traffic count this year. A decision will then be made as to whether and to what extent the sidewalk can be extended.
16.Tree in front of the shopping center
The tree in front of the shopping center (intersection Spardorfer Straße / Lange Zeile) is in poor condition. Can it be replaced? Can the square there be made greener in general?
Lord Mayor, Dr. Janik:
The tree is not acutely endangered. The conditions on site will be checked to see whether the tree can be replaced. The square is not owned by the City of Erlangen, but by the shopping center.
17.Photovoltaic systems on private houses
Can Erlanger Stadtwerke AG be commissioned to operate photovoltaic systems on private houses by leasing their roof surfaces?
Lord Mayor, Dr. Janik:
Erlanger Stadtwerke AG already offers such models (tenant electricity models).
18.Bicycle traffic at construction sites
It is suggested that cyclists be better routed through or around roadworks.

The Planning Department always endeavors to ensure passage for cyclists*.
19.Schronfeld cycle lane
Are pedestrians allowed in the Schronfeld cycle lane?
Lord Mayor, Dr. Janik:
Pedestrians are permitted in the Schronfeld cycle lane.
20.Sieglitzhofer Straße construction site
What is being built at the construction site in Sieglitzhofer Straße?
Lord Mayor, Dr. Janik:
(Private) apartments are being built.

Citizens' meetings
The city of Erlangen holds an annual citizens' assembly for the entire city. In addition, a citizens' assembly is offered in the various local and district areas (17 assembly areas) per legislative period.
