Minutes of the citizens' meeting of the entire city on October 25, 2022

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Due to the short delay of Lord Mayor Dr. Florian Janik, Mayor Jörg Volleth welcomes the citizens present to the citizens' assembly "City as a whole" and then refers to the general, usual rules.
Furthermore, the mayor welcomes the members of the city council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.

1. war of aggression in Ukraine

Our twin cities of Vladimir and San Carlos are in authoritarian regimes and have not condemned Russia's war of aggression against Ukraine. I therefore suggest that the City of Erlangen clearly communicates through its channels to these twin cities that we as a city and community condemn the war of aggression in Ukraine. This is possible in various formats, for example in writing or in conferences, but also in town twinning events, for example through clear statements at the "Fiesta for San Carlos".

2 "KaufBar" concept

The "KaufBar" concept was developed as part of the post-corona city concept. The concept shows how social department stores could be transformed into a second-hand, re-used and upcycled department store. Unfortunately, the measure is not included in the implementation of the Climate Awakening roadmap.

Referent for Youth, Family and Social Affairs, Mr. Rosner:
The concept has already been presented to the city administration. Internal consultations and reviews are currently taking place on how the social department store (currently still located at the GGFA) can be further developed. The project will be taken up independently of the implementation of the Climate Awakening roadmap.



3. e-scooters

What is the City of Erlangen doing about the e-scooters that are parked incorrectly and have fallen over all over the city?

Planning and Building Officer, Mr. Weber:
The memorandum of understanding between the City of Erlangen and the e-scooter operators stipulates that the e-scooter operators are responsible for the safety of the e-scooters.



4. photovoltaic systems

The installation of photovoltaic systems on the following roofs is desired: Neuer Markt building, Heinrich-Lades-Halle, flat building at the Kalchreuther Bäcker / Norma, Siemens building, Nürnberger Straße department store, Galeria department store, Hannah-Stockbauer-Halle / Röthelheimbad, health department, Himbeerpalast. Furthermore, the expansion of photovoltaic systems at the Ohmgymnasium is suggested.

Consultant for planning and construction, Mr. Weber:
The buildings Neuer Markt, the low-rise building at Norma, the Siemens building, the Nürnberger Straße department store, the public health department and the Himbeerpalast are private buildings. The city of Erlangen only has the option of promoting photovoltaic systems in private buildings. Municipal buildings (e.g. town hall, BBGZ, all new buildings) are already equipped with photovoltaic systems. The installation of photovoltaic systems at the Ohmgymnasium will be examined.

Funding for photovoltaic systems on municipal buildings has been earmarked in the municipal budget for the next few years.

GEWOBAU Erlangen is also extending the expansion of photovoltaic systems to 2000 buildings by 2026.

MOTION
The city of Erlangen should launch a solar initiative and supply these buildings (see buildings mentioned above) or other buildings in the city area with PV systems either itself or via third parties.

5. Zollhausplatz (climate square)

What is the current planning status of Zollhausplatz? What are the reasons for the asymmetrical deterioration of the residents at Zollhausplatz?

The redesign of the Klimaplatz is currently still at the planning stage. As soon as the planning has been completed, it will be discussed by the City Council.



6. energy-saving expansion of public transport services in Erlangen and the surrounding area

The city of Erlangen should examine whether on-demand transport (crossing city boundaries) can be set up as an integrated part of local public transport. One example of this is the "ioki" project, which was developed for the outskirts of Hamburg.

7. climate-friendly expansion of public transport services in Erlangen and the surrounding area / PV systems at the depot

The city of Erlangen is to decide on the purchase of e-buses for Erlangen's public transport services. At the same time, the roof of the depot in Büchenbach is to be equipped with solar panels.

Lord Mayor, Dr. Janik:
The roof of the depot in Büchenbach is already fully equipped with PV systems. When replacing buses, it will be examined whether electric buses can be purchased for this purpose. Electric buses have already been ordered for the hospital line (city line). In addition, the city of Erlangen is currently negotiating the use of hydrogen buses.

MOTION
The City of Erlangen should decide to purchase electric buses for Erlangen's public transport system and, if possible, use federal and state funding for this purpose.

8 Cycling and roadworks in Erlangen

There is no separation between cyclists and pedestrians on Wöhrmühlinsel (cycle lane), Lange Zeile (cycle lane) and Steinforstgraben. This means that cyclists have to watch out for pedestrians despite some of the cycle lanes. Furthermore, the footbridge over the eastern branch of the Regnitz is too narrow.
The cycle path was closed for months due to the construction site at Steinforstgraben. However, the signposted detour via Dompfaffstraße was also closed at the same time. The same applied to the construction site at the tannery. Here, a detour was signposted via the Michael-Vogel-Straße underpass, which was also closed at the same time. Furthermore, the Membacher Linie connection to Untermembach has been closed for three years, the Membacher Steg underpass to Dechsendorf has been closed for two and a half years, as has the bridge in Kosbach, which has been closed for two and a half years.

As part of the plans for the Stadt-Umland-Bahn, a cycle path is planned under the bridge to extend the Wöhrmühlinsel cycle path and the main east-west cycle link. The city of Erlangen is in the process of supplementing the high-frequency roads with high-speed cycle paths. A detailed response (especially regarding the Steinforstgraben cycle path) is assured.
The city of Erlangen is not responsible for construction sites that affect Deutsche Bahn or the highway authority (Gerbereitunnel). The Department of Planning and Building tries to inform citizens about roadworks and information regarding detour as best as possible as part of the roadworks radar. Construction sites are mainly scheduled during the summer vacations to minimize disruption to traffic during the low-traffic period. However, care is taken to redirect citizens to the correct and shortest route.



9. green arrows for cycle traffic

More green arrows are required for right turns for cyclists.

The City of Erlangen is still waiting for a suitable directive from the federal legislator. In the meantime, the locations where the green arrows can be placed are already being examined.



10. rental bicycles for adult passenger transportation

The purchase of rental bicycles for the transportation of adults is suggested. These are to be stationed in senior citizens' facilities.

It is currently being examined which carrier will take over the organization and coordination for the rental bikes. An answer on the exact status is assured.

Lord Mayor, Dr. Janik:
The City of Erlangen promotes the purchase of (cargo) bikes for hire.



11. new traffic sign

There is a new traffic sign showing a pictogram with a car and three occupants (meaning: if a car has three occupants, the car may use the bus lane). This traffic sign is proposed for Büchenbacher Damm.

The City of Erlangen will not make use of the new traffic sign for the time being.



12. four-way green at crossings for pedestrians

The introduction of a four-way green at intersections such as Paul-Gossen-Straße, Günther-Scharowsky-Straße and Südkreuzung via Gebbertstraße for pedestrians is desired.

Referent for planning and building, Mr. Weber:
A four-way green is only possible in inner-city and highly frequented locations, as the flow of traffic is severely restricted. Therefore, a four-way green is not possible at the intersections mentioned.



13 Martiusweg

Can the Martiusweg (path to the city) between the Max Planck Institute and the Kopfklinik be rebuilt once the construction work has been completed?

Lord Mayor, Dr. Janik:
The aforementioned path will be restored in a wider version once the construction work is complete (probably next year).



14. solar benches

Solar benches with integrated WLAN and integrated induction chargers are suggested.

Lord Mayor, Dr. Janik:
The City Council has already rejected the purchase of solar benches due to the high costs(City Council of 22.7.2021 TOP 35 "Motion No. 139/2021 of the CSU parliamentary group of 04.05.2021 to create mobile solar charging stations for smartphones and tablets").



15th Roadmap Climate Awakening Erlangen

It is requested that the City of Erlangen adopts all the proposals developed in the "Cross-sectoral measures" (S4 - S12) and "Energy supply" (E4-E8) fields of action of the Climate Action Roadmap Erlangen and addresses them as early as 2023. Furthermore, it is requested that the City of Erlangen adopts all the proposals developed in the "Buildings" (G3-G5), "Mobility" (M2 + M4-M7)" and "Food and consumption" (EK 1 - EK6) fields of action in the final report on the Climate Action Roadmap once they have been submitted.

It is proposed to vote on having the presented additions to the Roadmap Climate Awakening Erlangen dealt with in the next City Council (Thursday).

16th Citizens' Assembly

When will the next citizens' assembly take place? The last one took place in 2019.

There will be another citizens' assembly next year.



17. highway expansion

It is requested that the City of Erlangen no longer support the highway expansion.
