Minutes of the Sieglitzhof citizens' meeting on April 6, 2022

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Mayor Jörg Volleth welcomes the citizens present to the "Sieglitzhof" citizens' assembly and then refers to the general, usual rules.
The mayor also welcomes the members of the city council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.
Furthermore, Mayor Jörg Volleth reports that, according to the provisions of the municipal code (Art. 18 GO), recommendations and concerns from the citizens must be dealt with within three months by the city council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.
At 8:04 pm, he gives the floor to the citizens for their requests and applications.
1. charging stations for electromobility
What are the plans of the City of Erlangen, especially in the Sieglitzhof area, to enable (more) public charging stations for electric mobility? Can charging stations be installed on lamp posts? In addition, it is asked whether there is generally enough electricity capacity for charging stations.
Planning and Building Officer, Mr. Weber:
This was already reported on in the Environment, Transport and Planning Committee on 29.3.2022(agenda item 26 "Public charging stations in the Erlangen city area: expansion in 2022 and further strategic planning"). A public charging station will be installed by Erlanger Stadtwerke this year in the area of Lange Zeile / Spardorfer Straße junction. Charging stations cannot be installed on lamp posts as the electricity grids are different. Erlanger Stadtwerke is currently investigating whether and how the transformer network can be expanded to provide a higher power capacity.
2. residential streets Schronfeld and Lange Zeile
There is a request to designate the streets Lange Zeile and Schronfeld as residential streets.

Anyone is permitted to drive through a residential street as soon as they have a concern in the street. As a result, the designation of a residential street does not have the desired effect of reducing traffic.
3. 30 km/h zone on Drausnickstraße
Citizens suggest a traffic calming zone (30 km/h zone) from the Buckenhof town boundary to St. Mark's Church. Furthermore, the installation of speed cameras at the traffic lights at St. Mark's Church is requested. In addition, a question is asked as to why a temporary 30 km/h zone could be designated in Fürth (grammar school behind Nürnberger Straße) and not in Erlangen, although the business school and the FIS in Erlangen are located directly on the road.

Federal legislation (road traffic regulations) stipulates that the city of Erlangen may only prescribe 30 km/h zones directly at dangerous zones (e.g. kindergartens, schools). The city of Erlangen has no personnel resources available for mobile speed cameras. With regard to the review of the 30 km/h zone in Fürth, please send the exact location of the traffic calming measures to the building department(baureferat@stadt.erlangen.de).
4. speed displays
When will a speed indicator be installed in Gedelerstraße at the traffic lights / bus stop?

There is a lack of staff resources to set up speed displays.
MOTION
A speed measurement system is to be set up and installed at the Drausnickstraße / Gedelerstraße traffic light junction.
The motion is put to the vote and approved by a majority.
5. traffic situation Lange Zeile / im Heuschlag
The citizens suggest that the 30 km/h zone in Lange Zeile / im Heuschlag is very often disregarded. It is therefore suggested that signage or speed indicators be installed on the roads. It is also asked whether speed bumps can be used to slow drivers down.
Referent for planning and construction, Mr. Weber:
The markings on the roads are touched up annually by the public works department. It is not considered sensible to install further lettering and signage. The bumps or road cushions must not be used as an obstacle for drivers.
Mayor, Mr. Volleth:
The City of Erlangen will endeavor to have the municipal traffic monitoring department carry out speed checks in Heuschlag.
6. missing pedestrian path Lange Zeile (bicycle lane)
There is no footpath at the end of Lange Zeile in the direction of Spardorf.

Cyclists* and pedestrians* have priority in the cycle lane. The city of Erlangen would have to acquire the land required to build a footpath. In addition, a sidewalk there would result in faster driving by motorists.
MOTION
It should be examined whether a footpath can be built at the end of Lange Zeile in the direction of Spardorf.
The motion was put to the vote and passed by a majority.
7. 30 km/h zone Lange Zeile west
Why is the western section of Lange Zeile not a 30 km/h zone?

8. hairpin bend at the end of Spardorf
On Siglitzhofer Straße there are problems at the exit to the left into Spardorfer Straße and at the entrance to the right into Sieglitzhofer Straße. A traffic circle or a larger triangle is desired here.

Planning for a traffic circle at this location has already been completed. Land acquisition is currently being carried out. The state building authority in Nuremberg is responsible.
9 Decentralized, sustainable energy generation
Are there any areas or buildings that the city of Erlangen can make available to be equipped with PV systems? Furthermore, specific questions are asked about the expansion of PV systems at schools. In addition, a mandatory reference to PV systems in the building regulations is requested.
Mayor, Mr. Volleth:
For the area of public buildings, the City of Erlangen is gradually pushing ahead with PV expansion.
Planning and Building Officer, Mr. Weber:
Due to a shortage of space, there are hardly any opportunities to equip open spaces with PV systems in Erlangen. The schools are being equipped with PV systems in conjunction with the school renovation program. When new development plans are drawn up, private and public institutions are obliged to install PV systems on roofs.
10 Flood Schwabachanlage
The newly extended path at the Sieglitzhofer Steg is flooded during heavy rain.

11. green arrow traffic lights Kurt-Schuhmacher Straße / Sieglitzhofer Straße
A green arrow traffic light for right turners from Kurt-Schuhmacher-Straße is requested.

In principle, the proposal is conceivable, but the trailing bends still need to be checked for this.
12. red light for cyclists in the "small" Drausnickstraße
Coming from the cycle path from Buckenhof in the direction of the Drausnickstraße junction, there is no red light for cyclists at the traffic lights.

It is not possible to intervene in the traffic light control. Nevertheless, the Planning and Construction Department will draw attention to the situation with signs and road markings.
13. intersection Lange Zeile / Sieglitzhofer Straße
Drivers and pedestrians on the right-turn lane from Sieglitzhofer Straße in the direction of Spardorf often get into dangerous situations. Furthermore, the junction from Spardorfer Straße into Lange Zeile is a dangerous situation for cyclists.

The intersection will be examined more closely as part of the road surface renovation program in 2023.
14. parking on the Zanderstraße sidewalk
According to the police, it is not permitted to park on the sidewalk in Zanderstraße. Is it possible to allow cars to park on the sidewalk on one side?

The sidewalk is structurally underutilized for car parking and therefore not intended.
15. parking sign Anderlohrstraße
It is requested that the "Parking on the sidewalk sign" in Anderlohrstraße be removed, as there is very little space for pedestrians on the sidewalk.

16th Sieglitzhofer Straße footpath and cycle path
The footpath and cycle path in Sieglitzhofer Straße is very narrow in contrast to the road.

17. fiber optic connection Genglerstraße
When will the fiber optic connection in Genglerstraße be expanded?

18. intersection Sieglitzhofer Straße / Lange Zeile
A traffic circle is desired at the Sieglitzhofer Straße / Lange Zeile intersection.

As there is one main direction of traffic at this junction, a traffic circle is not considered appropriate. In addition, a traffic circle requires a lot of space, which is not sufficiently available at this location.
19 Bus
On Saturdays, the buses (bus routes 294, 284) run at unfavorable intervals: 5 min - 25 min - 5 min - 25 min. Furthermore, the poor pronunciation of street names on buses is criticized.

20 Erlangen food bank
There is no suitable vestibule in front of the Erlangen food bank where citizens can wait for food. It is requested that the city of Erlangen take care of an anteroom.

21. traffic sign "no cyclists"
On Kurt-Schuhmacher Straße in the direction of Sieglitzhof, the signs "Fahrrad frei" and "Ende" are criticized on the left-hand side. It is suggested that the "Fahrrad frei" sign be crossed out or a sidewalk sign be erected.

According to the Road Traffic Regulations (StVO), there is no such thing as a crossed-out "Fahrrad frei" sign. It is promised to check whether only a sidewalk sign can be erected.
22 LED streetlights
There is a request to replace the old streetlights with LED lights.

The streetlight expansion into LED is being successively driven forward, also in connection with the expansion and conversion of roads. Due to low staffing levels, the streetlights are only being expanded in slow steps.

More staff are to be recruited for LED streetlight upgrades.

The city of Erlangen holds an annual citizens' assembly for the entire city. In addition, a citizens' assembly is offered in the various local and district areas (17 assembly areas) per legislative period.
