Municipalities assist their residents in initiating administrative procedures and provide forms for applications, notifications, and reports that are made available to them by other authorities.

Within the limits of their administrative authority, municipalities shall assist their residents in initiating administrative proceedings, even if another authority is responsible for conducting them.
To the extent that applications must be submitted to the state government, the district office, or the county administrative office, municipalities shall also accept such applications and forward them without delay to the relevant authority. Submission of an application to the municipality shall be deemed to be submission to one of these authorities, unless federal law provides otherwise.
Municipalities shall make available the forms for applications, notifications, and reports provided to them by other authorities.
