Ban on Feeding Pigeons; Issuance of a Regulation
To prevent damage to property and to maintain public cleanliness, municipalities may enact ordinances to control feral pigeons and, in particular, may prohibit the feeding of feral pigeons in such ordinances.

The regulations may, in particular, stipulate that
- the feeding of feral pigeons is prohibited,
- the owners of properties, those entitled to use them, and their representatives must tolerate measures taken by the municipality or its agents to remove nesting sites and deter feral pigeons.
Violations of such a prohibition may be punishable by a fine. Appeals may be filed against notices of fines.

As a direct remedy against municipal ordinances, a motion for judicial review may be filed with the Bavarian Administrative Court.
