If you want to open or take over a pharmacy, you must apply for an operating license.

Informationen
Anyone wishing to run a pharmacy, whether as owner, leaseholder or manager, requires a license in accordance with the Pharmacy Act. This permit must be applied for at the locally competent district administrative authority (district administration office, independent city).
The pharmacy may only be opened once it has been approved by the competent authority and the latter has certified that the pharmacy meets the legal requirements.
The license can also be withdrawn or revoked by the competent authority under certain conditions.

You can submit the application for an operating license to run a pharmacy in writing as an informal application. Please send it together with the required documents (see "Required documents") to the contact address below.

with details of when you intend to operate which pharmacy and in which capacity (owner, tenant, etc.) - Certificates
License to practice medicine (original or certified copy), doctoral certificate if applicable (original or certified copy) - Medical certificate
This must expressly state that you are physically and mentally fit to run a pharmacy and free from addictions - Extract from the central trade register
- Official certificate of good conduct
- Identity card or passport
- Confirmation from the Chamber of Pharmacists of the activities registered with it and statement on reliability
- Affidavit
You hereby affirm that you have not entered into any agreements that violate § 8 sentence 2, § 9 para. 1, § 10 or § 11 ApoG and that you have submitted the purchase or lease agreement for the pharmacy and, if requested by the authorities, other contracts relating to the establishment and operation of the pharmacy. The affidavit is best submitted in person to the district administrative authority - Declaration on the operation of other pharmacies
You must state in writing whether you operate one or more pharmacies in another member state of the European Union or in another contracting state of the Agreement on the European Economic Area or in a contracting state to which Germany and the European Union have granted a corresponding legal entitlement by treaty, and if so, at which location - Curriculum vitae
with details of training and previous professional activity, in particular proof of pharmaceutical activity in the last two years before submitting the application - Plans
- Official site plan of the property with exact location (only required for the construction of a new pharmacy)
- Construction drawing of the intended business premises
- The intended use and the respective size (square meters) of the premises must be indicated. However, this is generally only required for newly built pharmacies
- Proof of premises (original or certified copy)
- Proof of actual power of disposal over the pharmacy (original or certified copy)
- as owner of the pharmacy: purchase agreement, gift agreement, will
- as lessee of the pharmacy: lease agreement
- Declaration by the lessor: The lessor must provide the district administrative authority with a written declaration of the reason for the lease (Section 9 (1) no. 1 ApoG)
- as manager of the pharmacy: management contract
