FAQ's Dual Study Program - Graduate Administrative IT Specialist
To become a civil servant candidate at the third qualification level, you must meet a number of requirements:
- You have an unrestricted entrance qualification for universities of applied sciences, a subject-restricted higher education entrance qualification or a general higher education entrance qualification or will acquire these by the date of recruitment.
- You must be a German citizen or a citizen of another member state of the European Union, Switzerland, Liechtenstein, Norway or Iceland or acquire this by the recruitment date.
- You must not have reached the age of 45 at the time of recruitment.
- You must have an average grade of at least 3.0 in German, mathematics and English and a grade of at least 3 in mathematics.
- You must successfully take the recruitment test (usually in January of the year of recruitment) in Hof.
You will also have a keen interest in the wide range of tasks and topics in the IT sector and a feel for current IT trends. You have a quick grasp of things and good logical and analytical thinking skills.
You are prepared to take on responsible tasks and projects independently and to acquire the necessary knowledge and relevant skills.
You have a high level of personal and social competence, team orientation and a strong sense of initiative. Your creativity allows you to contribute constructive and innovative ideas. You are adept at dealing with people and have a confident, engaging and customer-oriented manner.
These characteristics are particularly important in cooperation and collaboration with your colleagues, service providers and other cities, as well as later when you take on management tasks.
The preparatory service at the City of Erlangen lasts 3 years and is divided into a theoretical and a practical part. The theoretical part lasts a total of 24 months in Hof, including 18 months at the Hof University of Applied Sciences in the field of computer science and 6 months at the University of Applied Sciences for the Civil Service in Bavaria (HföD) to learn the basics of administrative science. Between the semesters and the theoretical parts of the course, the practical work experience takes place. What sets the City of Erlangen apart from many other public employers is that the preparatory service begins on September 1. This means that half a month of practical training is carried out beforehand so that you can gain your first impressions of the administration before you start the first stage. A one-week introductory course and a preparatory course in mathematics also take place beforehand. During this period, you will, of course, already be receiving candidate pay.
Theoretical studies
The theoretical studies take place in 4 sections at the Hof University of Applied Sciences and 2 sections at the University of Applied Sciences for the Civil Service in Bavaria and cover the fields of computer science and administrative sciences.

Practical periods of study
Practical training at the City of Erlangen takes place mainly in the Office for Digitization and Information Technology. In addition, it will be supplemented by work shadowing in offices where special IT know-how is required and with business partners.
We consider you to be a fully-fledged employee even during your traineeship, i.e. you will not only look over your colleagues' shoulders, but will also be actively involved on the front line. Through concrete and practical activities, you will become familiar with the tasks and typical work processes of the third qualification level and will be systematically familiarized with the job content.
In the dual course of study to become a qualified administrative IT specialist (FH), you will get to know the diverse field of activity of a civil servant in the IT sector (e.g. e-government, IT services, project management, system operation).
The focus of the practical course is the combination of IT and administrative sciences. You are the interface between IT, administration and external interest groups, such as citizens or companies. As an administrative IT specialist, you will advise internal customers, work with external service providers and other cities, analyze and develop software, model systems and processes, manage client server systems, networks and databases or implement IT security and data protection requirements.
As a rule, you will take on difficult and complex topics and issues, as your studies will qualify you for higher-level processing. For example, you will be involved in IT projects such as citizen eServices, digital citizen forums, SmartCity, development of 3D city models, OpenData offerings, ChatBots or ePayment. By contributing creative and innovative ideas, you will have the opportunity to make a difference. You will get to know the different types and methods of project management, for example classic and agile project management, Scrum or Kanban.
You can therefore expect a wide range of challenging and varied tasks. As part of your traineeship, you will gain a broad insight into the IT tasks of our city administration. You will also receive feedback on your strengths and weaknesses so that you can actively tackle your personal development. The aim is always to prepare you for your future employment after your training.
You will be appointed as a civil servant on revocation as soon as you start your studies. This gives rise to special rights and obligations that are regulated by law for civil servants, as you are in a relationship of service and loyalty under public law. You will not receive a training contract, as the appointment as a civil servant is made by issuing a certificate of appointment.
When you register with the Bavarian Civil Service University of Applied Sciences and the Hof University of Applied Sciences, you also acquire student status for the duration of your studies.
During your studies, you will receive a monthly salary of €1,413.85 (gross) and around €1,373.35 (net) if you are unmarried and have no children.
In addition, there are capital-forming benefits of €13.29 per month, a special payment (Christmas bonus) and possibly a local and family allowance.
The salary is based on the Bavarian Salary Act (BayBesG).

After graduation, the starting salary in grade A10, level 2, is currently € 3,152.72 (gross) and approx. € 2,607.06 (net) if you are unmarried and have no children.
In addition, you will receive capital-forming benefits of € 6.65 per month, a special payment (Christmas bonus) and possibly a local and family allowance. You can also expect regular salary increases and performance-related steps.
The salary is based on the Bavarian Salary Act (BayBesG).
The concept of a dual study program offers you the advantage of being employed by the City of Erlangen during your studies. As part of your studies at the University of Applied Sciences Hof, all tuition and examination fees are covered by the City of Erlangen. Only the student union fee has to be paid by the candidates themselves and currently amounts to just under 100 euros per semester. In return, however, the corresponding offers of the student union can be used (e.g. semester ticket for public transport or discounted food in the HAW Hof canteen).
In addition, free accommodation is provided for our students during the study periods at the universities.
The costs for the necessary legal texts are also covered by the city of Erlangen.
For the duration of the preparatory service, an official laptop is also provided for use.
Travel to the Bavarian Civil Service University and the Hof University of Applied Sciences is reimbursed in accordance with the Bavarian Travel Expenses Act (BayRKG) and the Separation Allowance Ordinance (TGV).
All the social benefits that the city administration of Erlangen offers its employees naturally also apply to our junior staff.
Anyone who regularly travels to work by public transport receives a monthly travel allowance from the City of Erlangen. During their training, junior employees can purchase the Bavarian discount ticket (€29 ticket). The costs incurred for this are reimbursed in full by the City of Erlangen upon application. However, it is also possible (depending on availability) to apply for a municipal employee parking space.
Civil servants are not subject to compulsory health, pension and unemployment insurance. However, there is compulsory insurance for long-term care insurance. Even as a civil servant candidate, you are entitled to benefits from the City of Erlangen. The allowance is a pro rata reimbursement by the employer to the person entitled to the allowance for specific expenses incurred in cases of illness, nursing care and childbirth as well as for measures for the early detection of illnesses and vaccinations. The allowance usually covers 50 to 80% of the costs. You can take out private health insurance to cover the remaining costs.
Due to generous flexitime rules, daily working hours outside school hours can be flexibly arranged in most areas of employment from the time you reach the age of majority.
As part of the company health management program, we offer regular sports courses and other health-promoting activities that you can take part in.
The number of trainees at the City of Erlangen is based on the anticipated personnel requirements.
The City of Erlangen can therefore offer you a guarantee of subsequent employment if you are suitable, qualified and have the necessary technical skills.
Upon successful completion of the course, you will be awarded the academic degree "Diplom-Verwaltungsinformatiker*in (FH)".
As an administrative IT specialist, you will work in the Office for Digitization and Information Technology of the City of Erlangen or in offices where special IT know-how is required. You will have a crisis-proof job in a modern municipal administration.
You will be faced with a variety of tasks and activities with a high level of requirements. You will generally work in IT project management. This means independent and responsible management, planning and decision-making in your own project and task area.

Personnel selection procedure of the City of Erlangen
After the application deadline, you will be registered for the recruitment test, which is expected to take place in Hof in January of the recruitment year. In addition to the recruitment test, the City of Erlangen will hold a supplementary selection procedure. This will be carried out according to the rules of an assessment center. Following this, we will inform you as soon as possible whether or not you can be hired by the City of Erlangen.
