Advisory Board on Foreign Residents and Integration: Election Results Are In

From July 6 to 27, approximately 24,422 residents of Erlangen were called upon to cast their votes in the election for the Advisory Board on Foreigners and Integration. Voter turnout for the election—which was held online for the first time—was 5.7 percent.

Who was elected?

The following were elected for the European electoral group: Elizabeth Nicholson (United Kingdom), Lukas Nussbaumer (Italy), Novka Božović (Montenegro), Beatrix Pinar Arpapay (Turkey), Kasimir Kičin (Bosnia and Herzegovina), Heinz Werner Szabo (Romania), Dmytro Pivovarov (Ukraine), Mariia Boretska (Ukraine), Andrii Zaporozhets (Ukraine), Elena Svereva (Russia), and Ðorđe Popović (Serbia).

For the Africa Electoral Group: Bilkiss Atchia-Emmerich (Mauritius), Mercy Akinyi Heuschneider (Kenya), and Zeineb Azouzi (Tunisia).

The eleven Advisory Board seats for the Asia Electoral Group are held by: Asha Ramesh (India), Gargi Arijit Bhattacharyya (India), Sriram Aiyyer (India), Sanaz Moftakhari Lajevardi (Iran), Huseyn Kamalzade (Azerbaijan), Liang Zhang (China), Elena Born (Kazakhstan), Erfan Hajian (Iran), Lilit Harutyunyan (Armenia), Imtiaz Hussain (Pakistan), and Summera Fatima (Pakistan).

No election will be held for the Americas/Australia group in accordance with § 15(3) of the Election Regulations. Not enough candidates have come forward in this group. Therefore, the candidates in this group (Liliana Christl from Venezuela and George William Mills from the U.S.) will be directly appointed to the Advisory Board by the City Council at the beginning of the term of office, in accordance with Section 21(1) of the Election Regulations.

The Advisory Board’s constituent meeting is expected to take place in October. By then, it will also be clear whether all those elected will accept their seats. More information about the Advisory Board for Foreign Residents and Integration is available online at www.erlangen.de/aib.

The official publication in the Official Gazette (Die amtlichen Seiten) will appear in the next issue on August 6, 2026.

A total of 49 valid nominations were submitted for the election. All valid nominations were published in a special edition of the Official Pages on June 8. Two candidacies were subsequently withdrawn. The candidates are divided into four electoral groups. The distribution is based on the number of foreign residents in Erlangen.

About the Advisory Board for Foreigners and Integration

Founded in 1974, the council consists of elected members with a migration background. It represents the political interests of people with a migration background in Erlangen. Approximately 40 percent of Erlangen’s population has a migration background.

The Advisory Board works to ensure that their interests are taken into account in local political decisions—in particular, the concerns of people who are not allowed to vote in local elections due to their citizenship status. In addition, the AIB works to combat discrimination and racism and promotes harmonious coexistence within the city’s community.
