Type of procedure

Allocation of public areas by means of a special use permit following a transparent and non-discriminatory selection procedure. The selection procedure is carried out as an expression of interest procedure.

Subject of the procedure

50 parking spaces will be made available at 27 locations for the provision of station-based car sharing vehicles in the city of Erlangen. The parking spaces will be made available for car sharing vehicles by means of a special use permit under road traffic law. The spaces are located on public roads. The parking spaces are allocated to one or more interested car sharing providers on a site-specific basis in a transparent and non-discriminatory selection process.

Art. 18a BayStrWG Special use for station-based car sharing

Objectives

The city of Erlangen would like to expand the station-based car sharing offer in its area as a supplementary component of the environmental network. The aim of this measure is to reduce motorized private transport and private car ownership, promote multimodal transport use and improve air quality.

According to a consensus of various traffic studies, users of station-based car-sharing services get rid of their own cars to a large extent and primarily use means of transportation from the environmental network. They only need the reliable option of being able to access an easily accessible car sharing vehicle for individual journeys and travel purposes.

The city of Erlangen considers station-based car sharing to be a sensible addition to the environmental network. For journeys to destinations that cannot be easily reached by public transport or bicycle, users should be able to access a car sharing vehicle easily and as close to their home as possible.

The highly visible installation of car-sharing stations in public spaces is intended to make the public aware of the service.

As part of this allocation procedure, a maximum of 50 public parking spaces will be made available for car sharing at 27 locations in the city of Erlangen. All spaces are the responsibility of the city of Erlangen, some of which are mobility points that link various mobility services as mobility stations based on the Bremen model. All parking spaces are located on public streets. The exact location and description of the locations can be found in Appendix 1. In most cases, these are planning statuses that may have to be slightly adjusted during the consultation process.

The City of Erlangen has classified the locations as A, B and C locations. Sites in A locations are city center locations. As with A locations, high demand is to be expected for locations in B locations. Only low demand is expected for locations in C locations. Nevertheless, in order to promote sustainable mobility, the city considers it necessary to create a car sharing service in C locations in order to generate demand there as well in the long term. In the selection process, interested car sharing providers must therefore also express their interest in at least one location in a C-location for every two locations in an A-location for which they express their interest. For the locations in B locations, the mobile points that have already been built must be selected first. There is no obligation to apply for all locations in the procedure, but in the case of expressions of interest, the key must be observed.

Start and duration of special use

The parking spaces are allocated for a maximum of eight years. The start date for special use for locations 15, 16, 17, 20 and 22 (see Annex 1) is 01.07.2026, for the other locations generally two weeks after structural completion of the respective location. From the start of the special use permit granted under this procedure, the end date for all locations under this procedure is 30.06.2034. After the end of the period of use, the parking spaces must be reallocated in a transparent and non-discriminatory selection procedure. Re-allocation to the previous holder of the special use is possible as part of a new procedure. There is no entitlement to reallocation.

The term may be shortened by partial termination after one year at the earliest if it can be proven that a location cannot be operated economically by the car sharing provider.

Special usage fees and costs

A monthly fee is charged for the use of the parking spaces, which must be paid to the City of Erlangen by the car sharing provider. For locations in A-locations, this is 40 euros per month per parking space used, for locations in B-locations 30 euros per month per parking space used and for locations in C-locations 10 euros per month per parking space used.

The City of Erlangen will provide and pay for

• the procurement, installation and maintenance of the official traffic signs (314, 314.1 or 315 as well as additional signs 1010-70 and additional signs with the name of the car sharing company),
• marking the parking spaces with floor markings and colored borders.

In addition, the following costs in particular are the financial responsibility of the car sharing provider who receives the special use permit:

• Cleaning of the parking spaces for which a special use permit exists, including winter clearing service (no structural maintenance).
• Optional: Installation and maintenance of structural facilities (e.g. key safe, device to prevent parking offenders) including cabling, supply lines and all associated construction measures,
• Optional: Procurement and installation of non-official signage to supplement the official signage (as per Annex C),
• Optional: installation of charging infrastructure in independent planning, coordination, organization and obtaining of permits and at own expense

Ancillary provisions of the special use permit

The special use permit is governed by a public law contract with the City of Erlangen. This is attached to this announcement as Annex 2. The conclusion of the contract is mandatory if a special use permit is granted by the City of Erlangen. If the car sharing provider fails to sign or terminates the contract, the validity of the special use permit shall expire. The public-law contract is concluded once between the City of Erlangen and the car sharing provider and applies to all locations that the City of Erlangen allocates to the car sharing provider.

This is a selection procedure in accordance with Art. 18a BayStrWG for the granting of a special use permit for the provision of car sharing vehicles on designated areas on public roads assigned to the provider. An essential feature is a non-discriminatory and transparent selection procedure. The city of Erlangen carries out the selection process as an expression of interest procedure.

Car sharing providers can express their interest in a special use permit for individual, several or all locations, which are described in Annex 1. The expression of interest is made by submitting a binding list of the desired locations (please complete Annex 8) in writing to the above-mentioned contact point within the specified deadline.

The parking spaces will be allocated to the car sharing providers admitted to the procedure in a joint on-site meeting. The on-site appointment takes place as a one-off appointment on the premises of the City of Erlangen.

At the on-site appointment, the locations for which only one car sharing provider has expressed an interest will be made available to this provider.

Locations for which more than one car sharing provider has expressed an interest are allocated in the on-site meeting using the draw procedure. The draw procedure is as follows:

First, the order in which the car sharing providers may select locations is selected by lot. All car sharing providers are then allowed to choose a location in the order in which they are drawn from the locations that have not yet been allocated, regardless of whether they originally expressed an interest in this location or not.

A car sharing provider may only withdraw from the draw process and only choose a location in an A location if there is one location in a C location for every two locations in an A location.

Voting takes place in turn until all locations have been distributed or all car sharing providers have been eliminated.

The city of Erlangen keeps

• the order in which the car sharing providers may select locations,
• the selection decisions of the car sharing providers in the order in which they are made,
• any decisions by the car sharing providers to withdraw from the procedure, and
• any protocol notes to be recorded at the request of the Car-Sharing providers

in a written record.

The on-site meeting is then concluded by the City of Erlangen. The representatives of the Car-Sharing providers can then confirm the minutes by signing them. The signature is also considered by the city as an application for a special use permit for all spaces allocated to a car sharing provider in the procedure.

The on-site appointment will take place on 16.04.2026 at 10:00 am.

Car sharing providers must send an authorized representative for their organization to the on-site meeting. Only one authorized person per provider can be nominated and sent to the on-site appointment. The authorized person must be registered in writing in advance for participation in the on-site appointment. Proof of authorization must be provided in a suitable form together with the written registration. This can be done, for example, by providing a copy of the extract from the commercial or association register and a copy of the identity card or a copy of a legally valid power of attorney from an authorized representative of the car sharing provider. Participation in the on-site appointment is not possible without prior written registration and submission of the corresponding proof of authorization. The original proof of authorization must be available at the on-site appointment.

Car sharing providers can apply to participate in the procedure by submitting the following documents in writing to the above-mentioned contact point for the procedure by the deadline of 19.03.2026, 00:00 hrs:

• Fully completed information sheet on the car sharing offer (Annex 6)
• Copy of the extract from the commercial, association or cooperative register
• Self-declaration of fulfillment of the access requirements for the procedure (Annex 6) including the General Terms and Conditions and Tariff Regulations of the car sharing offer
• Written registration for the on-site appointment (Annex 7) including proof of authorization
• Expression of interest for the locations to be allocated (Annex 8)

Please submit the required documents exclusively by post and in a sealed envelope to the contact point stated at the beginning, quoting the specified process/file reference. Incomplete documents will result in exclusion from participation in the procedure.

Ratio of locations in A and C location

• The procedure includes 13 locations in category A and 6 locations in category 6. If all category C sites are selected in a ratio of 1:2 to category A, the 13th category A site can be allocated without the key. If several applicants express interest, the decision will be made by lot.
