Minutes of the citizens' meeting in Bruck on November 8, 2023

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Lord Mayor Dr. Florian Janik welcomes the citizens present to the Bruck Citizens' Assembly and then refers to the general, usual rules.
Furthermore, the Lord Mayor welcomes the members of the City Council and the employees of the City Administration, introduces those present on the podium and explains their respective areas of responsibility.
Furthermore, Lord Mayor Dr. Florian Janik reports that, according to the provisions of the municipal code (Art. 18 GO), the recommendations and concerns of the citizens must be dealt with within three months by the City Council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.

1. bicycle situation on Cumianastrasse

There are not enough bicycle parking spaces at the local shopping center in Cumianastrasse.

Areas are currently being examined where bicycle parking spaces can be set up. It is up to the operators of the local shops to submit applications for bicycle parking spaces. In order to find a solution, we promise to contact the operators of the local shops.



2. bicycle island on Felix-Klein-Straße

People generally drive too fast on Felix-Kein-Straße. It is asked whether a bicycle island can be erected at the level of Langfeldstraße.

Three locations for a crossing facility are currently being examined by the administration. In the end, a crossing aid will be installed.

Lord Mayor, Dr. Janik:
Currently, the reduction of the speed limit on Felix-Klein-Straße is not legally permitted under the Road Traffic Regulations (StVO). A change to the StVO is planned so that local authorities have more options for imposing a 30 km/h speed limit.



3. establishment of the Hofmannstraße cycle lane

It is suggested that Hofmannstraße be designated as a cycle lane.

The plans to designate Hofmannstraße as a cycle street are already underway and implementation is planned for next year. As part of this process, a crossing aid will be installed at Gebbertstraße.



4th bridge at Paul-Gossen-Straße S-Bahn station

The Siemens company wanted to build a bridge at the Paul-Gossen-Straße S-Bahn station to provide access to the south. Are these plans still up to date?

Lord Mayor, Dr. Janik:
This idea was intensively pursued in terms of planning as part of the Siemens Campus project. The city council rejected the project because the very high costs (€6.2 million) were not in proportion to the improvement of the extension.



5. cycle path fast network Bruck cycle path

Will the Bruck cycle path fast network be pursued further? The cycle path ends at Felix-Klein-Straße.

Consultant for Planning and Construction, Mr. Lang:
The extension will not be pursued as the frequency is very low.



6. benches Noetherstraße

Can two benches be installed on the footpath from Noetherstr. 61a to the highway?

Lord Mayor, Dr. Janik:
It is currently being examined whether benches can be installed at the location mentioned. An answer is promised.



7. savings bank

There is now only one savings bank branch in the Bruck district (there used to be three branches). A request is made to open an additional payment point for older citizens and those who are not online savvy.

Lord Mayor, Dr. Janik:
Only the branches where customer frequency was very low were closed. No further closures are planned in the area over the next few years. Many supermarkets offer the option of withdrawing money when paying by card. It is promised to check whether online courses can be offered in district centers and Mobile Sparkasse branches. Furthermore, it is promised to pass on to the savings bank that the citizens would like a self-service terminal (formerly at Teegut) to be reopened.



8. connection to the Cumianastraße local supply center bus network

Can bus route 286 be connected to the Cumianastrasse local shopping center?

Erlanger Stadtwerke AG, Ms. Angerer:
The request has already been examined (three years ago). For time and personnel reasons, a connection to the local supply center is currently not possible. In the course of the campus planning (for the last module), the local supply center is to be connected to the bus network. An implementation date cannot be given.

REQUEST
As part of the campus planning, the bus route should be connected to the local supply center.
The motion was put to the vote and approved by a majority.



9. fiber optic expansion

When will fiber optics (in Bunsenstraße) be expanded? The dates on the Erlanger Stadtwerke AG website are from May 2022. Can this information be updated promptly?

Lord Mayor, Dr. Janik:
The fiber optic development has been completed in Bunsenstraße. There are individual gaps in Bunsenstrasse that are not connected with fiber optics. A promise is made to Erlanger Stadtwerke AG to check the exact location and provide answers. Furthermore, Erlanger Stadtwerke AG is asked to regularly update the information on the website.

Chairman of the Anger/Bruck District Advisory Council, Mr. Nowak:
The district advisory council will deal with the topic at the meeting in March.



10. district heating

Can the houses be connected to the district heating plant?

Lord Mayor, Dr. Janik:
The issue is currently under review. The city of Erlangen is expected to be divided into the various expansion areas (district heating, local heating, hydrogen expansion area) by the end of 2024. Furthermore, it is recommended to insulate the houses and take advantage of the city's subsidy programs.

The topic was discussed at the last district advisory council meeting. A presentation from the Environmental Agency and the minutes are available on the website.



11. public charging stations Bruck

When will public charging points (in the area of Philipp-Reis-Straße, Äußere-Brucker-Straße, Eythstraße, Noetherstraße, Max-Planck-Straße) be installed?

Lord Mayor, Dr. Janik:
A charging station for e-cars is to be created in Max-Planck-Straße. An answer is promised regarding the timetable for construction.



12. parking situation Eythstraße / Philipp-Reis-Straße

There are many commercial trailers and box vans parked on both sides of the street. The vehicles obstruct footpaths and driveways and pose a risk to road traffic. The vehicles are reparked every 14 days as a precaution.

Planning and Building Officer, Mr. Lang:
The police check the location as far as they can. The German Road Traffic Regulations (StVO) do not prohibit this behavior (especially in connection with precautionary reparking).



13. obstacle beacons Philipp-Reis-Straße

Coming from Ferdinand-Braun-Straße in the direction of Geißlerstraße, there used to be obstacle beacons that prevented drivers from entering Philipp-Reis-Straße at high speed. Why were the beacons removed?

Planning and Building Officer, Mr. Lang:
The obstacle beacons were removed in 2012 due to the free passage for cyclists* (e.g. for larger bicycles).



14. pruning Philipp-Reis-Straße

Many property owners allow their hedges/bushes to protrude too far into the street. Is the pruning checked?

Planning and Building Officer, Mr. Lang:
There are no staff resources available for regular checks on pruning.



15. leaves and dirt at the Weidenweg bus stop

The area at the Weidenweg bus stop is not maintained by the City of Erlangen. Furthermore, leaves and dirt from public paths are blown into residents' properties by wind and weather.

Lord Mayor, Dr. Janik:
The area at the bus stop is cleaned once a week. Behind the bus stop (parking lots) is cleaned every 14 days. In addition, the trees are regularly checked and pruned if necessary (safety).



16. cycle and pedestrian path on Fürther Straße

What are the plans here?

Planning and Building Officer, Mr. Lang:
The plans for the Fürther Straße cycle and pedestrian path are complete. The protective lane will be continued as far as the junction with Lindenweg. From there, the protective strip will be widened to 3m and will lead to Eltersdorf. A crossing aid will also be installed.



17. extension of the Brucker cycle path

The former Bruck cycle path (Bahn Tennenloher Straße bridge towards Tennenlohe) is to be further extended.

Lord Mayor, Dr. Janik:
Last year, the city council instructed the administration to resume the plans. The project was previously linked to the Eltersdorf bypass. As the bypass will not be built, this order will now be continued.



18th Bruck railroad station

There is an urgent need for action at the square (Deutsche Bahn site) on the right-hand side of Bruck station.

Lord Mayor, Dr. Janik:
The square is owned by Deutsche Bahn. It is promised that the company for urban greenery, waste management and street cleaning (EB77) will get in touch with Deutsche Bahn.



19. expansion of cycle infrastructure on Äußere Tennenloher Straße and Anschützstraße

It is suggested that the cycle paths in Äußere Tennenloher Straße and Anschützstraße be further extended.

REQUEST
It is requested that the following expansion of the bicycle infrastructure be improved:
1. Äußere Tennenlohe Straße from the junction with Brucker Lache to the railroad crossing
2. Anschützstraße in the direction of Äußere Tennenloher Straße
The motion was put to the vote and approved by a majority.



20. parked pedestrian and cycle path Cantine Erlangen

The footpath and cycle path at Cantine Erlangen is constantly parked up (especially by the police).

Lord Mayor, Dr. Janik:
A promise is made to pass the issue on to the police.



21. half of the parking ban in residential areas

It is proposed that a section-by-section absolute stopping ban be introduced in the residential areas of Birkenweg, Platanenweg, Ahornweg and Eschenweg (from road crossing to road crossing).

An examination (alternate-sided parking and one-sided parking) and response is promised.



22. traffic mirror Birkenweg

The temporary traffic mirror at the 90° eastern bend of Birkenweg is to be installed permanently.

23. highway lid

What is the current status of the highway lid?

Planning and Building Officer, Mr. Lang:
A pilot study was started in 2018 and the State Ministry has started planning in 2021. Now there is to be a reassessment of the project as part of the needs review of the Federal Trunk Roads Act (FStrG), the result is still pending. The city of Erlangen has commissioned a feasibility study, which will be reported to the city council in fall 2024.



24. traffic calming / 30 km/h Bunsenstraße

Citizens are calling for traffic calming or a speed limit of 30km/h in Bunsenstraße. On the way to school from Eggenreuther Weg to the right into Bunsenstraße, the traffic lights on Bunsenstraße are often overlooked. It is therefore requested that the stop sign on Eggenreuther Weg be made more visible.

Planning and Building Officer, Mr. Lang:
Currently, the reduction of the speed limit in Bunsenstraße is not legally permissible according to the Road Traffic Regulations (StVO). A change to the StVO is planned so that local authorities will have more options to impose a 30 km/h speed limit. A review of the traffic light situation in Bunsenstraße is promised.

REQUEST
As soon as it is legally possible, a 30 km/h zone should be set up on Bunsenstraße.

25. speed checks on the A73 highway

Speed monitoring is requested on the A73 highway (coordinates: 49.5811904, 10.9880166).

The police are responsible for this. It is promised that the request will be passed on to the police.



26. seating at the bus stop on Kanalstraße

The citizens ask whether seating can be installed at the Kanalstraße bus stop.

Erlanger Stadtwerke, Ms. Angerer:
It is promised that the issue will be passed on to Erlanger Stadtwerke AG.



27. extension of Fürther Straße

Eight parking spaces are to be removed when Fürther Straße is extended, on the grounds that the automotive industry is building cars that are too wide (according to the Erlanger Nachrichten).

Referent for planning and construction, Mr. Lang:
At the request of many members of the public, the sidewalks in Fürther Straße will be widened. The parking spaces will be in the street space and no longer (as before) in parking bays, hence the removal of the parking spaces. The measure should be completed by the end of next year.
