Minutes of the Frauenaurach citizens' meeting on October 24, 2023

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Lord Mayor Dr. Florian Janik welcomes the citizens present to the Frauenaurach Citizens' Assembly and then refers to the general, usual rules.
Furthermore, the Lord Mayor welcomes the members of the City Council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.

The minutes will be available on the City of Erlangen website from 2022. Older minutes can be requested from the Mayor's and Press Office (e-mail buergerversammlung@stadt.erlangen.de).



2nd Aurach Bridge

The road surface of the bridge is quite damaged. When will it be repaired and will the bridge be widened at the same time?

Planning and Building Officer, Mr. Lang:
The repair of the bridge is a major measure, as the substance of the bridge has to be checked first. It is not yet possible to give a date for the repair. The bridge will not be widened in the course of the repair.



3. vacancy of houses

What is being done about the vacancy of apartments / houses, in particular the brick building in Gostenhofer Straße?

Planning and Building Officer, Mr. Lang:
As the city of Erlangen, we can only secure the buildings via the monument protection authority and thereby make owners* responsible. Otherwise, the City of Erlangen cannot oblige the owners.

Lord Mayor, Dr. Janik:
Furthermore, the City of Erlangen enforces a misappropriation statute. Otherwise, the City of Erlangen has little legal prospect of obliging owners to rent out their vacant living space.



4. noise protection due to highway expansion

What is planned for noise protection?

Planning and Construction Officer, Mr. Lang:
According to the planning approval documents, a noise barrier is planned at a height of 5 to 7m. This is to be implemented in the foreseeable future.

The noise barrier is to be erected on the Main-Danube Canal bridge.

5. express bus line

When will an express bus route 281S be introduced from Hüttendorf via Frauenaurach to Hugenottenplatz?

The express bus route will be introduced at the timetable change in December 2024, subject to the city council's decision in February 2024.



6. container sites

In Heerfleckenstraße, glass is predominantly thrown in at night and the container sites in Willi-Grasser-Straße are very unkempt. Furthermore, garbage is regularly dumped next to the containers. Are there ways of monitoring the containers?

Lord Mayor, Dr. Janik:
Camera surveillance is not permitted at this location. Please report littering directly to the Waste Management Department of the City Greenery, Waste Management and Street Cleaning Department (by e-mail abfallwirtschaft@stadt.erlangen.de or online via the damage report).



7 Vacancies in schools and daycare centers

How will the vacancies in schools and daycare centers be filled? Furthermore, the pick-up time in kindergarten will be limited to 16:00 next year.

Lord Mayor, Dr. Janik:
With regard to teachers at the elementary school, the state education authority is responsible. According to the state education authority, all staff positions at Frauenaurach elementary school are currently filled. All positions in the kindergarten and after-school care center (municipal facility) are also filled. Not all of the temporary positions for short-term absences are filled, which is why childcare times are occasionally restricted. Attention is drawn to the shortage of staff in the nursery sector. As a rule, the opening hours have been changed to 16:00, as the capacity utilization from 16:00 to 17:00 is not given.



8. education for teachers / offer for teachers in Erlangen

The question is raised as to what is being done to train teachers. It is suggested that an attractive offer be created to attract more teachers to Erlangen.

There are only three municipal schools in Erlangen (the state education authority is responsible for all other schools). The City of Erlangen is currently filling all positions very successfully.



9. municipal heating / heat pump

What is planned here?

Lord Mayor, Dr. Janik:
Investigations are currently underway for district or local heating networks (large water heat pump). At the end of next year, it will be clear in which areas what is planned. The topic will then also be taken up by the local advisory council.



10. school transportation Neuses

The school administration office has decided to no longer approve school transportation to a school in Herzogenaurach, even though the distance to the school is over 4 km. Erlangen schools are twice as far away and the children would have to change several times.

The legal supervisory authority has stated that the procedure as it has been carried out so far is not permissible. They have promised to look into the matter again.



11 Main-Danube Canal

It is suggested that the path along the Main-Danube Canal be asphalted.

The Waterways and Shipping Office is responsible for the path. The Waterways and Shipping Authority is not planning any changes to the path. Possible changes could arise in the course of the metropolitan cycle path.



12. concrete slab road / Agnes-Miegel-Straße

Can the concrete slab road be asphalted and Agnes-Miegel-Straße renovated?

Planning and Building Officer, Mr. Lang:
Site inspections (damage analysis) took place on 20.10.2023. An answer is promised after evaluation of the damage analysis.



13. fiber optic connection

What is planned regarding the fiber optic expansion in Frauenaurach?

Lord Mayor, Dr. Janik:
When roads are upgraded, empty conduits are usually laid at the same time. Frauenaurach was connected with fiber optics in the distribution boxes, but not directly to the houses. Further expansion was not eligible for funding under the broadband guidelines and would therefore not be carried out. A new funding guideline has been in place since this year. As Frauenaurach is already connected with fiber optics, the chances of receiving funding are high.



14. cycle path Regnitzbrücke

The cycle path on the Regnitzbrücke bridge towards the city center is very dangerous. Furthermore, bushes/branches on the (right-hand side of the) bridge protrude too far into the cycle path.

As this road is a state road, the state building authority is responsible. Initial plans have already been submitted to the City of Erlangen. These will also be dealt with gradually in the meetings of the local advisory council.

Regarding the bushes / branches, contact is promised to be made with the state building authority.



15 Main-Danube Canal Bridge

When will the bridge be completed? Furthermore, attention is drawn to the disturbing concrete slabs at the edge of the path.

According to the state building authority, the concrete slabs are necessary to protect cyclists*. It is hoped that the concrete edges will be removed in the course of the new cycle path construction.

It is requested that the cycle path be provided with a reflective protective strip on the left and right.

16. parking situation on Heerfleckenstraße

Parking on the sidewalk has not been a problem for years. For about a year now, residents have been receiving parking tickets and parking on the street. As a result, the street space is very narrow and, for example, the refuse collection or the fire department can no longer get through.

The issue will be passed on to the local advisory council.



17. toad fence

In spring, the City of Erlangen erected a toad fence at the old railroad station. As no toads are settling there, it is requested that the fence be removed again.

18. danger spot cycle path under the Herzogenauracher Damm

There is a danger spot at the Wiesengrund under the Herzogenauracher Damm at the lowland. Two concrete slabs are pushing apart and the offset is too high.

19. lighting of the cycle path under the canal

The cycle path under the canal is very poorly lit.

The owner of the high water culvert and the path is the Waterways and Shipping Office. The passage of bicycles is only tolerated. An offer to the Waterways and Shipping Authority for the City of Erlangen to cover the costs and installation of the lighting was rejected.



20. parking situation on Brückenstraße in front of the Sparkasse bank

In Brückenstraße in front of the Sparkasse, there are parking bays (municipal parking spaces) that have sunk and as a result the kerb is quite high.

21. playground Heerfleckenstraße

What is the current status?

Lord Mayor, Dr. Janik:
The City of Erlangen is in the process of bringing about the land acquisition.



22. right of way for cyclists on Birkenweg

Can a crossing be created on Birkenweg (between Äußere Tennenloher Straße and Fürther Straße) to give cyclists right of way?

23. city-country railroad reactivation of old railroad tracks

Can the railroad tracks be reactivated as part of the construction of the Stadt-Umland-Bahn?

Lord Mayor, Dr. Janik:
The city of Herzogenaurach has commissioned a feasibility study on this. The study has shown that the proposal cannot be implemented.



24. lunchtime supervision in Frauenaurach

The lunchtime childcare situation in Frauenaurach is inadequate.

Lunchtime childcare is not a municipal facility. The City of Erlangen is prepared to support the independent provider financially.



25. regulation of after-school/kindergarten places Kriegenbrunn / Frauenaurach

When revising the allocation guidelines for the after-school care center, will children who went to kindergarten in Kriegenbrunn because there were no more places available in Frauenaurach also be considered?

29. speed limit on Herzogenauracher Straße

Can Herzogenauracher Straße or a section of Herzogenauracher Straße (Karl-May-Straße junction to Gaisbühlstraße junction) be reduced to 30 km/h?

Lord Mayor, Dr. Janik:
Currently, reducing the speed limit on Herzogenauracher Straße is not legally permissible according to the Road Traffic Regulations (StVO). A change to the StVO is planned so that local authorities will have more options to impose a 30 km/h speed limit.

There should be an absolute stopping ban coming from Karl-May-Straße on the right-hand side up to the bend area.

30th Christmas tree in front of the monastery church (Wallenrodstraße)

It was asked whether the City of Erlangen or Erlanger Stadtwerke AG could provide support with a cherry picker to decorate the Christmas tree for the Christmas season.

The City of Erlangen or Erlanger Stadtwerke AG should provide support in decorating the Christmas tree (in front of the monastery church in Wallenrodstraße) with a cherry picker.
