Minutes of the Röthelheim/Rathenau citizens' meeting Sep. 13, 2023

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Mayor Jörg Volleth welcomes the citizens present to the Röthelheim/Rathenau citizens' assembly and then refers to the general, usual rules.
The mayor also welcomes the members of the city council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.
Furthermore, Mayor Jörg Volleth reports that, according to the provisions of the municipal code (Art. 18 GO), recommendations and concerns from the citizens must be dealt with within three months by the City Council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.
At 8:05 pm, he gives the floor to the citizens for their concerns and motions.


1. dog walking zone

The citizens would like a fenced-in dog walking zone in the Röthelheim / Rathenau area.

Mayor, Mr. Volleth:
There are already two dog off-leash areas in Erlangen (Georg-Krauß-Straße and Holzweg). There are no areas available for this assembly area. The administration is happy to consider suggestions for dog exercise areas.



2. dog meadow

It is proposed that dog areas be set up on municipal meadows (Ohmplatz, Berliner Platz, Röthelheimpark and Röthelheimgraben).

Mayor, Mr. Volleth:
The proposal is not considered to be expedient and is therefore rejected.

MOTION
The city of Erlangen should designate public dog waste areas.
The motion was put to the vote and rejected by a majority.



3 Brahmstraße

It is suggested that Brahmsstraße (northbound to southbound) be designated as a one-way street. Furthermore, a redesign of the fire department access zone is desired.

The City of Erlangen is not aware of the problem described in Brahmsstraße. The location will be checked. There is already an absolute stopping ban in fire department access zones. The installation of multiple signs and zigzag markings does not achieve the desired success.



4. construction measures

Citizens are complaining about the construction work in the Hans-Geiger-Straße, Jaminstraße, Koldestraße, Bissingerstraße and Aufseßstraße areas. Why are the construction measures being carried out at the same time? Why are residents not being informed about the construction work? Trees are being felled for the construction work - the tree protection ordinance is not being observed. Furthermore, Aufseßstraße and Hans-Geiger-Straße are not barrier-free.

Not all of these construction measures are from the City of Erlangen. The approved building projects are based on current building law and development plans. A building permit has no time limit for the implementation of the construction measure. The accessibility of Aufseßstraße and Hans-Geiger-Straße is being checked.

Mayor, Mr. Volleth:
Tree felling is covered by the development plans. Construction sites are announced via the Erlanger Nachrichten newspaper, the City of Erlangen newsletter and on the City of Erlangen website. Residents directly affected will be informed by direct mail.

Erlanger Stadtwerke AG provides information about construction measures (city bus services) on the Erlanger Stadtwerke AG website.



5th Koldestraße

In Koldestraße, west side of the school, the hedge covers 1/3 of the sidewalk.

The City of Erlangen will cut back the hedge.



6. sidewalk at the intersection of Karl-Zucker-Straße / Reinigerstraße

The sidewalk at Karl-Zucker-Straße / Reinigerstraße is much too narrow.

The need to widen the sidewalk is confirmed. A timely expansion is not possible due to a lack of personnel resources.



7. speed checks on Koldestraße

More speed checks are to be carried out on Koldestraße.

Mayor, Mr. Volleth:
The issue will be passed on to the police.



8. city-country railroad

The citizens cannot understand why Nürnberger Straße is being closed to private traffic with the construction of the Stadt-Umland-Bahn.

Mayor, Mr. Volleth:
According to the current planning status, Nürnberger Straße will be closed to private traffic. As soon as the plans for the Stadt-Umland-Bahn are complete, citizens will be able to vote on it again in a referendum.

MOTION
When the Stadt-Umland-Bahn is completed, Nürnberger Straße should not be closed to private traffic.
The motion was put to the vote and passed by a majority.



9. traffic congestion on Kolde-/Karl-Zucker-/Stintzingstraße

Traffic and speeding on these streets is increasing.

Mayor, Mr. Volleth:
The issue will be passed on to the police. Kolde- and Karl-Zucker-Straße are local priority roads in the city of Erlangen's road system, so traffic cannot be reduced.



10. road surface Hilpertstraße

When will the road surface in Hilpertstraße be renewed?

Head of the Civil Engineering Department, Mr. Pfeil:
Due to the presence of roots, it is not possible to renew the road surface. A complete reconstruction of Hilpertstraße is planned in the investment plan for 2026. Detailed information on the planned reconstruction will be provided.



11 Drinking water

The drinking water (Zenkerstrasse) is bad from time to time. What is the quality of the drinking water?

Mayor, Mr. Volleth:
Erlanger Stadtwerke AG has tested the drinking water quality in this area. The water at the delivery point is fine and safe to drink.



12 Röthelheimbad

Can the indoor pool be opened for the outdoor pool season?

Erlanger Stadtwerke AG, Ms. Angerer:
An answer will be assured.



13. bus shelter in Stintzingstraße

The roof of the bus shelter in Stintzingstraße (towards the city center) has been broken for months.

Mayor, Mr. Volleth:
Due to storm damage, the roof of the bus shelter has been broken. The bus shelter has to be completely replaced. The roof cannot be replaced for structural reasons. The construction of the bus shelter is being planned by the Stroer company.



14. replacement planting of green areas

What is the City of Erlangen doing to check whether the requirements for replacement planting have been met?

Mayor, Mr. Volleth:
After completion of the construction work, the City of Erlangen will check the requirements for the new plantings.



15. traffic calming Zeppelinstraße / Schenkstraße

Zeppelinstraße (from the Schenkstraße traffic lights to the Werner-von-Siemens-Straße traffic lights) has through traffic. Can this area be slowed down? Furthermore, traffic calming in Schenkstraße and traffic controls are requested.

Depending on staff resources, Zeppelinstraße will be converted into a cycle lane as planned. Schenkstraße will be checked.



16. traffic light switching Paul-Gossen-Straße / Wehneltstraße

The traffic lights on Paul-Gossen-Straße / Wehneltstraße take a very long time to change for pedestrians and cyclists.

A check of the traffic light switching is promised.



17. mobile toilet Nürnberger Straße

There is a mobile toilet on Nürnberger Straße near the Stintzingstraße bus stop on the outward side of the city which causes an unpleasant smell.

An inspection is assured.



18. groundwater

Groundwater is regularly pumped into the sewer system during civil engineering work.

Head of the Civil Engineering Department, Mr. Pfeil:
During the construction phase, it is possible to apply to the Environmental Agency(umweltamt@stadt.erlangen.de) for groundwater lowering.



19 Complaints office

The citizens would like a central complaints management office.

Mayor, Mr. Volleth:
Complaints management is located in the respective specialist departments. If responsibilities are unclear, the central office (09131 860) can provide information.

REQUEST
A complaints hotline is to be introduced.
It is put to the vote and is accepted by a majority.



20. bicycle traffic light Ohmplatz

Due to dangerous situations, a traffic light is desired for cyclists, who should receive the same signal as motorists.

A review is promised.



21. sports field

Will the sports field remain a green space?

Mayor, Mr. Volleth:
The sports field will remain a green space.
