Minutes of the citizens' meeting Sebaldussiedlung on June 22, 22

The following minutes are also kept as documentation of this citizens' meeting. Mayor Jörg Volleth welcomes the citizens present to the "Sebaldussiedlung" citizens' assembly and then refers to the general, usual rules.
Furthermore, the mayor welcomes the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.

1. 30 km/h zone section of Breslauer Straße between Gebbertstraße and Hartmannstraße

A 30 km/h zone is requested for the approx. 300-400 m section of Breslauer Straße between Gebbertstraße and Hartmannstraße.

Mayor, Mr. Volleth:
According to the Road Traffic Regulations (StVO), the speed limit in urban areas is 50 km/h. There are no exceptions (e.g. kindergarten, school, accident blackspot) at this location.

Referent for planning and building, Mr. Weber:
A 30 km/h zone has already been introduced in Gleiwitzer Straße (side street). The legal requirements for a 30 km/h zone are not met in main traffic and collector roads such as Breslauer Straße.



2. rent index

The Erlangen rent index 2021 shows +9% for Breslauer Straße. Residents are deducted 2% due to high traffic volume. Better noise pollution and traffic volumes are expected in the next rent index.

The rent index is a voluntary survey by the city of Erlangen. The City of Erlangen has no influence on which characteristics (such as noise and exhaust pollution) affect the rent level.

Mayor, Mr. Volleth:
Used cooking oil vending machines fall under waste legislation (Waste Charges Ordinance). Currently 90% of the costs are subsidized by a federal project.



5. waste paper disposal

The Hoffmann company has canceled the disposal of waste paper. In the meantime, the municipal waste disposal service has taken over the disposal of waste paper. Will this profit be passed on or will the money flow into the city coffers?

All chargeable expenses and revenues are included in the fee calculation.



6. climate emergency (trees)

In Erlangen, masses of old trees have been felled.

Trees are dying due to climate change, so they have to be felled for safety reasons. New trees are planted for every tree felled.



7. intersection Breslauer Straße / Karlsbader Straße

More traffic controls are requested at the Breslauer Straße / Karlsbader Straße junction. Furthermore, it is requested that the 30 km/h zone in Breslauer Straße be better marked.

Regarding the traffic controls, completion is assured. With regard to the road markings, he promised to look into the matter.



8. asphalt Marienbader Straße

The road surface of Marienbader Straße is in a very poor condition.

9. grass pitch Michael-Poeschke-Schule / special school

The grass pitch (Erwin-Rommel-Straße / Egerlandstraße) is very poorly maintained. Can this grass pitch be used as a school sports facility for the schools?

Mayor, Mr. Volleth:
There is currently no irrigation system at the aforementioned grass pitch. It is currently being examined whether a drainage system should be installed.

Planning and Building Officer, Mr. Weber:
In the new development concept (ISEK), the Michael Poeschke School (and also the associated open spaces) is to be renovated and further developed.



10. parking situation

The parking situation is very tight due to the redensification. Parking bans at the level of the Röthelheimbad are desired.

Public facilities must accommodate cars on the area of their own property. With regard to residents' parking spaces, a survey was carried out in 2009 in which the majority rejected the designation of a residents' parking area. A review of the parking bans at the Röthelheimbad is assured.

The garbage cans are no longer returned to their usual place.

An area must be designated on the property where the bins can be placed, collected and returned.



12. cycle path Hartmannstraße

Why was the cycle path on the east side of Hartmannstraße not resurfaced during the full closure? Furthermore, the path is not marked as a cycle path and is often parked on by motorists. The citizens suggest that the cycle path on Hartmannstraße be redone. In addition, the hedge that separates the cycle and pedestrian paths needs to be trimmed.

Referent for planning and construction, Mr. Weber:
During the full road closure, a road surface refurbishment (cycle and pedestrian path not included) was carried out. An inspection of the damage to the cycle path on the east side of Hartmannstrasse, as well as an overall renovation of the cycle and pedestrian path, is assured. Furthermore, a review of parking bans in Hartmannstrasse is promised. In addition, reference is made to the damage report on the City of Erlangen website.

Mayor, Mr. Volleth:
The City of Erlangen cuts the hedges once a year (beginning: end of June). An examination is assured as to whether the hedge-cutting cycle can be changed.



13. construction signs for the new Gleiwitzer Straße / Gebbertstraße building

There are no construction signs for the new Gleiwitzer Straße / Gebbertstraße building. Furthermore, information regarding the new building is requested.

A construction board is available. Services/office activities are planned for the upper floor. On the first floor, a bakery with a bistro, a store, a boarding house, offices and the Erlangen daycare center will move in. A local supermarket will not be built.



14th post office

The post office (Zeh beverage store) will close shortly. After that, there will no longer be any possibility of sending post/parcels in the district.

The needs and facilities of postal stations are the responsibility of Deutsche Post.



15 VR-Bank

A driving school has moved into the former VR Bank, although there is already a driving school nearby.

Mayor, Mr. Volleth:
This building is not the property of the City of Erlangen.



16 VGN sales outlets

There is no possibility to buy VGN tickets in the Sebaldussiedlung.

Erlanger Stadtwerke AG, Ms. Angerer:
Erlanger Stadtwerke are currently in the process of finding a suitable location for a VGN ticket outlet. In addition, a new VGN ticket machine will be installed on Gebbertstraße in October.



17. city-county railroad

When will there be a public consultation on whether the Stadt-Umland-Bahn should be realized?

Mayor, Mr. Volleth:
There will be a referendum as soon as the Stadt-Umland-Bahn is fully planned. A specific date is not yet known.



18. new building on Gleiwitzer Strasse

At ten storeys, the building project is very high and does not fit in with the rest of the cityscape.

There is a housing shortage in Erlangen. That is why the city of Erlangen is trying to compensate for this shortage with high-rise buildings. With reference to the rest of the cityscape, there is already a high-rise residential building in Gebbertstraße.

The fire department's sirens are very loud (even at night). It is requested that they be used in a more targeted manner.

20 District heating

Is a return to coal as a fuel for electricity and heat generation an option for Erlangen's municipal utilities?

Coal-fired heat generation has been deinstalled and replaced by a gas-fired boiler system. It is therefore no longer possible to use coal as a primary energy source.



21. noise nuisance adventure playground (old B4)

The adventure playground is a major noise nuisance due to the intensive use of the basketball courts.

Mayor, Mr. Volleth:
Normal recreational sports may take place on this sports facility with the exception of night and rest periods. In the event of a disturbance of the peace, please contact the police.

Planning and Building Officer, Mr. Weber:
In the new development concept (ISEK), leisure activities for young people are to be expanded. Residents and young people are to be consulted about this.



22. 30 km/h zone in Hartmannstraße

A 30 km/h zone is desired in Hartmannstraße between the traffic lights and Röthelheimbad.

According to the Road Traffic Regulations (StVO), there are no exceptions to introduce a 30 km/h zone on the aforementioned section of Hartmannstraße.

A charging station for e-cars is planned for the Sebaldussiedlung district at Theodor-Heuss-Platz.


24. pick-up and drop-off zone Michael-Poeschke School

It is suggested that the pick-up and drop-off zone be designated as a parking lot during the school vacations.

The pick-up and drop-off zone cannot be designated as a parking lot during school vacations.



25. climate protection

Why are no solar panels installed on public buildings?

Planning and Building Officer, Mr. Weber:
Many public buildings are already equipped with solar panels. In addition, the City of Erlangen is in talks with the public authorities. There is already a solar building obligation in new building areas.
