Minutes of the citizens' meeting in Kriegenbrunn on October 19, 2022

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Mayor Jörg Volleth welcomes the citizens present to the "Kriegenbrunn" citizens' assembly and then refers to the general, usual rules.
The mayor also welcomes the members of the city council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.
Mayor Jörg Volleth also reported that, in accordance with the provisions of the municipal code (Art. 18 GO), recommendations and concerns from the citizens must be dealt with within three months by the City Council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.
At 20:03, he gives the floor to the citizens for their concerns and motions.
1. trees and landscape protection Holzweiher
It is stated that all the treetops on the Holzweiher have been cut on one side. In addition, building rubble was used for backfilling during renovation work.
Mayor, Mr. Volleth:
The City of Erlangen is not responsible for the pond. The Environmental Agency will inspect the situation on site.
2. assumption of costs for dating the old tower of Kriegenbrunn church
It is proposed that the age of the church be determined. This costs €4,500. An attempt is made to raise the necessary funds.
Department for Planning and Building, Mr. Weber:
The church must bear the costs of dating itself.
3. underpass Frauenaurach
The narrowed underpass often causes traffic jams. Inquiries are made about the plans for the underpass. It is also suggested that the missing bollards be replaced.
Mayor, Mr. Volleth:
The "Hüttendorfer Straße" highway underpass will be restored to two lanes (footpath and cycle path included) as part of the highway expansion. A review of the missing bollards is assured.
4. old community center Kriegenbrunn
An enquiry is made as to who is responsible for the maintenance (hedge trimming, tree pruning, weed removal, etc.) of the old community center.
Planning and Building Officer, Mr. Weber:
The maintenance and pruning of the outside area of the community center will be carried out by an external company on 25.10.2022. In future, the grounds and the building will be maintained by caretakers from the building management team.
5 Vacancy and creation of living space
There are hardly any rental apartments available in Kriegenbrunn. However, there are many vacant apartments and houses. Does the City of Erlangen monitor possible misappropriated living space? Furthermore, enquiries are being made about a possible exchange of living space (e.g. house for apartment).
Referent for planning and building, Mr. Weber:
The City of Erlangen enforces the misappropriation statute. Every report of possible violations is investigated. Housing swap meets must be organized privately.
Mayor, Mr. Volleth:
All property owners* are regularly asked to put their properties on the market.
6. fast internet
It is stated that fast internet is not available in Kriegenbrunn.
Mayor, Mr. Volleth:
Approx. 50 Mbit/s transmission rates are possible in Kriegenbrunn. There are no plans to expand the internet network in Kriegenbrunn.
7. dog club - Erlangen dog meeting place
The dog club is looking for a new area. The current site in Schallershof will no longer be available next August as the lease expires.

The City of Erlangen is endeavoring to support the dog club in its search for a suitable area.
Mayor, Mr. Volleth:
It is pointed out that this is a private matter.
8. aircraft noise
Complaints are made about the development and increase in aircraft noise. Nuremberg Airport has no ban on night flights, which is why noise pollution is increasing. It is requested that the City of Erlangen take action to combat aircraft noise.
Mayor, Mr. Volleth:
Complaints about aircraft noise are not isolated cases. The City of Erlangen is in constant contact with the Aircraft Noise Commission.
APPLICATION
The City of Erlangen is committed to reducing aircraft noise at night in the west of Erlangen. Take-off and landing procedures should be moved back to the old "RODIS-1K" route.
The motion was put to the vote and passed by a majority.
9. doors in the new community center
There is an escape door on the lower floor of the recreation room that opens inwards. There are two doors in the toilet. The first door opens inwards, the second door opens outwards. Questions are asked about the background to the planning.

The construction method has a planning background. It is offered to visit the site directly after the meeting and to provide information on individual details of the planning.
10. intersection Pappenheimer Straße / Hüttendorfer Straße
There is a ditch for rainwater at the Pappenheimer Straße / Hüttendorfer Straße junction, but the water is not drained into it. In winter, the water freezes to form black ice. Why is the water not drained off accordingly?

A review and answer will be assured.
11. lighting outside the new community center
There is insufficient lighting in the outdoor area. This is very dangerous, especially in the dark.
Mayor, Mr. Volleth:
An inspection is assured.
12. underpass between Kriegenbrunn / Frauenaurach
The road conditions at the underpass are currently very poor.
Mayor, Mr. Volleth:
Reference is made to the concern already discussed (agenda item 3). The underpass is being rebuilt as part of the highway expansion. In addition, an information event will be held in two weeks on this topic, among others.
13. intersection Pappenheimer Straße / Hüttendorfer Straße
There are touch sensors at the traffic lights. Drivers spend a long time at the red light because they do not drive up to the stop line. Signage is requested.
Mayor, Mr. Volleth:
There is a regulation in this regard in the Road Traffic Regulations (StVO). At such traffic lights, drivers must drive up to the stop line.
14. road closures / underpasses
Where can I find published information on current road closures?
Mayor, Mr. Volleth:
Information can be obtained at the information events on the construction projects. Road closures of the city of Erlangen can be found on the homepage of the city of Erlangen(Current construction sites).
After there were no more requests to speak, Mayor Jörg Volleth closed the citizens' assembly at 9:03 pm and thanked the citizens for the discussion and their commitment.

The city of Erlangen holds an annual citizens' assembly for the entire city. In addition, a citizens' assembly is offered in the various local and district areas (17 assembly areas) per legislative period.
