Surveys are carried out to determine the need for fully inpatient, semi-inpatient and outpatient care facilities. The existing care facilities are determined and future requirements are calculated.

The rural districts and independent cities are obliged to determine the long-term need for care facilities in their area in consultation with the municipalities, the local and regional working groups of the care insurance funds, the supra-local social welfare providers and the providers of the care facilities.
The municipal needs assessment relates to
- outpatient facilities to care provided by nursing services in the areas of care for the elderly and outpatient care for the disabled, insofar as these are small-scale, regional care services for the disabled;
- day-care facilities and short-term care facilities, to care in the areas of geriatric care
- fully inpatient facilities in the area of care for the elderly.
The competent authorities have a duty to ensure that adequate outpatient, inpatient and day-care facilities as well as short-term care facilities are available in a timely and sufficient manner in accordance with the above differentiation.
The needs assessment is part of the integrative, regional overall concept for senior citizens' policy, which encompasses the living environment of older people with the necessary care structures in accordance with the principle of outpatient before inpatient care. The existing outpatient and inpatient care services are identified and future requirements are determined.
To support them in their care needs planning in accordance with Art. 69 Para. 1 AGSG, the Bavarian municipalities have a guideline for action on needs planning in long-term care. The guideline is aimed at social planners with recommendations for needs assessment within the framework of a standardized Bavaria-wide basic model.
The basic model is intended to show local authorities a way to get started with needs assessment in long-term care. It defines a standardized minimum data set for needs assessment. In addition to the basic model, the evaluation of the results, taking into account the individual regional circumstances, represents a further recommendation for local social planners.
A reliable data basis is required in order to design an appropriate care structure in the municipalities. The Bavarian State Ministry of Health, Care and Prevention commissioned the IGES Institute to compile a care report that maps the current care situation in the home, fully inpatient and semi-inpatient sectors in Bavaria and contains forecasts for further development up to 2050. The contents of the report are available in digital form on the "Care requirements 2050" data portal.
