The landlord of a subsidized (social) rental apartment may only rent it to prospective tenants who have been expressly designated by the competent authority (district offices, independent cities, major county seats, or “major delegated municipalities”) or who have received a housing eligibility certificate. The landlord of the subsidized (social) rental housing must, within two weeks of assigning the apartment to a prospective tenant, notify the competent authority of the prospective tenant’s name and, if applicable, submit the housing eligibility certificate provided by the prospective tenant.

If it is foreseeable that a subsidized (social) rental unit will become vacant or ready for occupancy, the landlord must notify the competent authority immediately and provide the expected date of readiness for occupancy or when the unit will become vacant.

Likewise, the sale of residential property and the acquisition of home ownership must be reported to the competent authority.
