The landlord of a subsidized (social) rental apartment is subject to certain obligations, for example, he may only let the apartment to people who have been nominated by the competent authority or who present a certificate of eligibility for housing.

The landlord of a subsidized (social) rental apartment may only let it to those people seeking accommodation who have been expressly nominated by the competent authority (district offices, independent cities, large district towns or "large delegation municipalities") or who have received a certificate of eligibility for housing. The landlord of the subsidized (social) rented accommodation must inform the competent authority of the name of the person seeking accommodation within two weeks of letting the accommodation to the person seeking accommodation and, if applicable, submit the certificate of eligibility for housing provided by the person seeking accommodation.
If it is foreseeable that a subsidized (social) rental apartment will become vacant or ready for occupancy, the landlord must notify the competent body immediately and inform it of the expected date of readiness for occupancy or vacancy.
The competent body must also be notified of the sale of housing and the establishment of residential property.
