Proper and responsible waste management is of great importance not only for protecting public health and the environment, but also for conserving natural resources. This is especially true for Germany, a densely populated and highly industrialized country. The order of priority is as follows:

1. Prevention
2. Preparation for Reuse
3. Recycling
4. Other recovery, including thermal recovery and landfilling
5. Disposal

In Bavaria, waste disposal is a mandatory responsibility of the counties and independent cities, which may form special-purpose associations for this purpose. These public-law entities must ensure reliable waste disposal for residents and businesses, thereby fulfilling an important public service function.
