Notwithstanding existing obligations, the Free State of Bavaria contributes to the costs of monument protection and preservation in the amount of the respective funds allocated in the state budget. The aim is to support the preservation of architectural and archaeological monuments within the meaning of the BayDSchG and to ensure the necessary monument protection measures in connection with the recovery and discovery of archaeological monuments. However, there is no legal entitlement to funding; rather, the decision is made on the basis of dutiful discretion.
The amount of support depends on the additional costs incurred for the preservation of the monument (costs incurred that exceed the usual costs). Funding is provided by way of fixed-amount financing.
The requirements differ depending on whether the grant is for architectural monuments or ground monuments.
Architectural monuments
The application must generally be submitted before the start of the measure to be funded, unless the Bavarian State Office for the Preservation of Monuments (BLfD) has expressly declared its consent in writing to the early start of construction. The measure to be funded must have been agreed with the BLfD prior to its implementation.
As a general rule, the easiest way to reach agreement is during the regular BLfD consultation days at the Lower Monument Protection Authority responsible for the respective monument, where a decision on a monument permit/building permit may also be made.
Ground monuments
The application for a grant for measures in connection with the recovery and discovery of ground monuments must only be submitted directly to the Bavarian State Office for the Preservation of Monuments (BLfD) after the excavation has been fully completed, including submission of the excavation documentation.
The archaeological measure must have been started on 01.05.2025 at the earliest.
The measure must have been carried out in accordance with the permit under monument law and in coordination with the BLfD - Department for the Preservation of Monuments.
The ANBest-P (in the private sector) or ANBest-K (in the municipal sector) in the version valid at the time of the start of the measure must be observed. Due to the downstream funding procedure, this essentially concerns the respective No. 3 of the ANBest for the awarding of contracts.
Eligible costs are the monument-related costs of the archaeological excavation without equipment costs and without municipal management work.
Regional Supplement (Editorial responsibility: City of Erlangen)Applications should be submitted as early as possible to the relevant lower monument protection authority (district office, independent city, large district town, some other district municipalities) using the forms available there. The application for funding must be submitted without exception before the start of the measure to be funded, just as the measure to be funded itself must have been agreed with the monument protection authority (the State Office for Monument Protection) before it is carried out. It is advisable for the agreement to take place on the regular consultation days of the State Office for Monument Protection at the lower monument protection authorities. A building permit or a permit under monument protection law is required for the restoration or alteration of a monument; even if a building permit is not required, every measure on a monument requires a permit under monument protection law.
In any case, an application is required, which should primarily be submitted electronically.
Monuments
The application for a grant for measures on a listed building must be submitted as early as possible to the Lower Monument Protection Authority responsible for the listed building in question.
Ground monuments
The application must be submitted directly to the Bavarian State Office for the Preservation of Monuments (BLfD).
The measure for which a grant is applied for may only be commenced after the grant has been approved, unless the Bavarian State Office for the Preservation of Monuments has expressly declared its consent to the early start of construction in writing (e.g. by e-mail).
Approval for an earlier start to the project for measures in connection with the recovery and discovery of ground monuments is generally deemed to have been granted.
- Monuments
- Cost estimate from an architect or detailed cost estimates from craftsmen or companies, showing the type and scope of the planned measure in detail
- Photo of the property for which the grant is being applied for
- Ground monuments
- Confirmation of the complete submission of the excavation documentation and finds to the competent authority in accordance with the permit notice
- Final invoice from the specialist archaeological company, which must list the following items separately:
- Personnel costs for fieldwork,
- Costs for preparing the excavation documentation,
- other ancillary costs,
- if applicable, costs for the conservation of finds and accompanying scientific investigations, which were agreed with the BLfD
