Traveling camps; notification by non-EU citizens
If you wish to organize a travelling camp for the sale of goods or services, you must notify the authority responsible for the location of the event four weeks before the start of the event in accordance with Section 56a (2) GweO.

An itinerant camp exists if the trader temporarily offers goods or services for sale or solicits orders for goods or services from a fixed sales location outside a commercial establishment and outside a trade fair, exhibition or market.
Pursuant to Section 56a (2) of the Trade, Commerce and Industry Regulation Act (GewO), the organization of a traveling camp must be notified to the competent authority for the location of the event four weeks before it begins if
- the event is to be advertised by public announcement and
- the arrival and departure of the participants to and from the location of the hiking camp is to be carried out by the organizer or by persons in cooperation with the organizer.
The following information must be included in the public announcement:
- the type of goods or services to be distributed as part of the touring camp,
- the location of the touring camp,
- the name of the organizer, the address at which the organizer is established, as well as information that enables quick contact and direct communication with the organizer, including a telephone number and an e-mail address, and
- in an easily recognizable and clearly legible or otherwise easily perceptible form, information on the conditions under which the consumer has a right of withdrawal for contracts concluded in the context of the hiking camp.
In addition, the public announcement must not contain any free gifts (goods or services), including competitions, prize draws and lotteries.
The travelling camp may only be managed on site by the organizer named in the announcement or a representative authorized by him in writing; the name of the representative must be communicated to the authority in the announcement.
Irrespective of the notification of the traveling camp, a travel trade license is required.
In the case of Section 56a (2) of the Trade Regulation Act (GewO), the organization of a touring camp for the sale of goods or services must be notified to the authority responsible for the location of the event four weeks before the start of the event.
The notification must include
- the location, date and time of the traveling camp,
- the name of the organizer and the person for whose account the goods or services are being distributed, including the address at which these persons are established, and in the case of legal entities, the legal form and the authorized representatives,
- information that enables quick contact and direct communication with the organizer, including a telephone number and an e-mail address,
- the commercial register, register of associations or register of cooperatives in which the organizer is entered and the corresponding register number,
- the wording and form of the intended public announcement and
- the name of a representative of the organizer of the hiking camp named in the announcement who is authorized in writing to manage the camp on behalf of the organizer.
For non-EU foreigners: A residence permit allowing the exercise of self-employed activity is generally required.
The notification must be made four weeks before the start of the event.
- Display (in duplicate) with the following information
- Place and time of the event,
- the names of the organizer and of the person for whose account the goods are being sold, as well as the residence or commercial establishment of these persons,
- the wording and nature of the intended public announcements.
- valid identity card or passport
- Non-EU foreigners: residence permit that allows self-employment
- for registered companies: Extract from the commercial register or comparable registration documents from abroad (with German translation)
- for companies under civil law: articles of association
- in the case of power of attorney: a written power of attorney and identification of the principal and the authorized representative
