Food security
In the unlikely, but nevertheless never to be completely ruled out, event of a supply crisis, i.e. if a significant proportion of people living in Germany no longer have access to food via the free market, the population would have to be supplied by the state. The state could then introduce the public management of food and issue regulations on the production, procurement or allocation of food. The legal basis for this is the Food Security and Provision Act, which is applicable both to supply crises in the event of defense and to supply crises caused by civil disasters.

The federal and state governments are obliged to take organizational, personnel and material precautions in order to be able to initiate the necessary measures in the event of a supply crisis. This includes joint crisis management between the federal and state governments. It is also the responsibility of the state to inform the population about self-protection options, such as private stockpiling.
In Bavaria, the following authorities are responsible for food emergency preparedness:
- the Bavarian State Ministry of Food, Agriculture and Forestry (StMELF),
- seven district governments and
- the Offices for Food, Agriculture and Forestry (ÄELF) at the level of the district administrations and independent cities.
In principle, every citizen should have a certain amount of food in their home. This can be made up as follows:
- Fresh produce (fruit, vegetables, dairy products)
- Dry provisions and canned goods (coffee, tea, sugar, honey, jam, mustard, vinegar, salt, spices, canned fruit and vegetables)
- Ready meals (soups, pasta dishes)
- Frozen goods (meat, poultry, fish, bread, etc.)
- Drinks (mineral water, fruit juice, etc.)
Matches, a lighter, candles and a spirit or gas stove can also be useful in the event of a power cut. There should also be a water canister in the household that can be filled with water if necessary.
