Motor vehicle; Application for a national individual operating permit
For vehicles that require an operating permit and for which no type approval or General Operating Permit (ABE) has been issued, the registration authority must grant the operating permit before the vehicle is put into service for the first time.

For motor vehicles that do not belong to an approved type, an official approval is required—before they can be registered for road use—confirming that these vehicles comply with applicable regulations.
For new vehicles in classes M (passenger cars, motorhomes, buses), N (light and heavy trucks), or O (trailers) for which no type approval or EU-wide individual approval pursuant to Regulation(EU) 2018/858, Article 44, a national EU individual approval pursuant to Regulation (EU) 2018/858, Article 45, in conjunction with Section 13 of the EC Motor Vehicle Approval Ordinance (EG-FGV), must be applied for. Along with the application for an individual approval, the applicant must submit to the approval authority, at the applicant’s expense, an expert report prepared by an officially recognized expert who is affiliated with a technical inspection body for motor vehicle traffic, or a technical service designated for the inspection of complete vehicles, prepared at the applicant’s expense, must be submitted to the licensing authority.
For all other new or used vehicles subject to an operating permit for which no type approval, national operating permit (general (ABE) or on a case-by-case basis (EBE)) or an EU-wide or national EU individual approval, a national individual operating permit must be applied for in accordance with § 21 of the Road Traffic Licensing Regulations (StVZO).
This also applies if you have made modifications to the vehicle that have caused the operating permit to expire (e.g., installation of a gas system, chassis modifications, or similar), you have received an expert opinion pursuant to § 21 StVZO from an officially recognized expert or a technical service, since the operating permit must be reissued as an official authorization.

Application for Proof of General Operating Permit for Mopeds and Light Motorcycles
