Civic engagement is the voluntary and unpaid contribution of time by citizens. An activity is considered volunteer work if it is performed voluntarily and without pay, serves the common good, and is not carried out for profit. Reimbursement for expenses incurred by volunteers in the course of their activities does not affect the fact that their work is performed without remuneration.

In Bavaria, volunteer agencies, volunteer centers, and civic engagement coordination centers serve as a cross-sectoral infrastructure for civic engagement in counties and independent cities. Their tasks include, among other things, district-wide networking of associations and initiatives, volunteer coordination, advising interested citizens and organizations, offering training opportunities, organizing expert lectures, providing assistance with insurance matters, conducting on-site needs assessments, and public relations work.
