Clean air plans; preparation
If immission limit values for air pollutants are exceeded, clean air plans must be drawn up with suitable measures to permanently reduce air pollution.

In Bavaria, drafts for clean air plans are prepared by the governments in cooperation with the municipalities. By way of derogation, independent cities are responsible for drawing up the plan themselves if their population exceeds 100,000. The public is involved in the preparation of the plan. The plans are published by the responsible authority after consideration and assessment of the objections received. The measures provided for in the clean air plans to improve air quality are to be implemented at local and municipal level. They relate in particular to traffic, e.g:
- Low emission zones,
- through truck traffic,
- traffic management (e.g. freight traffic centers, city logistics, dynamic traffic control, parking space management)
- local public transport.
The basis for the preparation of clean air plans are the measured values of the Bavarian Air Hygiene Monitoring System (LÜB). It determines pollutant levels in accordance with EU regulations and on a representative basis for Bavaria. If the immission limit values are exceeded at one of these measuring stations, the responsible authority must draw up a clean air plan that defines the measures required to permanently reduce air pollution.
If other exceedances of immission limit values are detected (e.g. through indicative measurements), the local authority concerned must determine and implement measures to reduce air pollution. The governments and the State Office for the Environment provide the municipalities with technical support in this regard.
