Volunteer Fire Department; Firefighting

Fire protection in Bavaria is the responsibility of the municipalities. Within the limits of their capabilities, municipalities must establish, equip, and maintain municipal fire departments (volunteer fire departments, compulsory fire departments, and, under certain conditions, professional fire departments) and provide the necessary water supply systems for firefighting.

The duties of the fire departments include, in particular, preventive fire protection and a wide range of technical rescue operations, such as those involving car accidents, incidents involving hazardous materials, and flooding. Fire departments may also perform voluntary tasks provided that this does not compromise their operational readiness.

In volunteer fire departments, local residents—as well as individuals who are regularly employed or enrolled in training within a municipality—typically serve as volunteer firefighters from the age of 18 until they reach the standard retirement age (currently 67). Young people can join as firefighter cadets once they have reached the age of 12.

The commander of the local fire department decides on a case-by-case basis whether to admit new firefighters and youth. In doing so, the commander also assesses the applicants’ physical and mental fitness.

The fire chief is responsible for ensuring the operational readiness of the volunteer fire department. He is elected by secret ballot from among the active members of the volunteer fire department—including full-time personnel and firefighter cadets who have reached the age of 16—for a term of six years. The election results are confirmed by the municipality in consultation with the district fire chief.

Regarding volunteer firefighting service:

• Any qualified individual may serve as a volunteer firefighter in the municipality where they reside, in the municipality where they are regularly employed or enrolled in an educational program, and, in special cases, in neighboring municipalities.
• Age: between 18 years of age and the statutory retirement age (currently 67 years)

For volunteer firefighting service as a firefighter trainee:

• Any qualified individual may serve as a volunteer firefighter in the municipality where they reside, in the municipality where they are regularly employed or enrolled in an educational program, and, in special cases, in neighboring municipalities.
• Age: between 12 and 18 years of age
