City Council; Information About the Meetings

The mayor sets the agenda for the meetings and prepares the items for discussion. Each individual member of the municipal council has the right to have the subject of their motion included on the agenda. Preparing for the meeting involves clarifying all relevant factual and legal aspects of the agenda items, as well as possible alternative decisions. Within the framework of local self-government law, the municipal council may include more detailed provisions in its rules of procedure regarding the manner in which items for discussion are prepared, in particular by requiring the preparation of meeting documents.

The mayor convenes the municipal council, specifying the agenda, with reasonable notice. When a meeting is convened is generally at the mayor’s discretion. However, the mayor must convene a meeting, for example, if one-quarter of the volunteer municipal council members request it in writing or electronically, specifying the agenda item for the meeting. A municipal council meeting must also be convened immediately after the start of the electoral term.

The municipal council’s rules of procedure must, among other things, specify the timeframe and format in which invitations to municipal council meetings must be sent to council members. The municipal council’s rules of procedure may include provisions regarding the inclusion of additional documents.

A meeting must be held no later than four weeks after the start of the electoral term or no later than the 14th day following receipt of a request to that effect from one-quarter of the honorary members of the municipal council.

The time and place of municipal council meetings, along with the agenda, must be announced in the manner customary in the locality no later than the third day before the meeting. The agenda for closed-door meetings is generally not made public.
