Visiting Student Status at an Elementary or Middle School; Applying for Approval
At the request of the parents or legal guardians, elementary or middle schools that are not members of a middle school consortium may, for compelling personal reasons, permit a student to attend another elementary or middle school in a different school district.

Compulsory education must generally be completed at the local elementary and middle schools (district schools). Upon application by the legal guardians, elementary schools or independent middle schools (that are not part of a middle school consortium) may, for compelling personal reasons, permit attendance at another elementary school or middle school in a different district.
In addition to the guest student status discussed here, which is granted for compelling personal reasons, guest student status may also be granted by assignment from the State School Authority pursuant to Article 43(2) of the Bavarian Law on Education and Schooling (BayEUG).
If there are multiple middle schools within a school district (middle school consortium), a guest student status cannot arise within the consortium due to the shared school district; rather, it can only arise if attendance at a middle school outside the consortium—in a different school district—is requested. Within the network, legal guardians and students of legal age have the right to choose a school. This freedom of choice may be restricted by provisions of the network agreement or by the school authority, or if the number of applications exceeds the number of available spots at a school, or if the government determines that such restrictions are necessary to ensure a balanced composition of classes; however, these restrictions do not apply if there are compelling personal reasons for attending a different school within the network.
The decision is made by the municipality in which the students have their habitual residence, in agreement with the receiving school authority after consulting the schools concerned. Upon approval of attendance at a host school, the right to transportation is forfeited. These costs must then be borne by the legal guardians.
Visiting student arrangements may be approved by the relevant decision-makers in accordance with the provisions of Article 43 of the Bavarian Education Act (BayEUG). The decision-makers have discretion regarding the duration for which a visiting student arrangement is granted. From an educational perspective, a guest student placement should be granted for at least one school year.
The completed application form can be submitted either to the designated district school, the host school, or the municipality/city. Once a decision has been made regarding the host school application, the applicant will receive a host school notification.

Once the designated period of exemption from the school district requirement has expired, it may be necessary to reapply for enrollment at the host school.

Starting with the 2010/2011 school year, there will no longer be guest school permits for the middle schools in Erlangen (Hermann-Hedenus Middle School, Ernst-Penzoldt Middle School, Eichendorff Middle School).
The former “permission to attend a different school” is being replaced by an “authorization.” Parents must submit an informal request for authorization to the nearest school (formerly the catchment area school). Permissions are coordinated and granted by the principals of the sending and receiving schools.
Permissions may be granted for compelling personal reasons (e.g., caring for the student in a different school district due to the parents’ employment, or similar circumstances).
