The purpose of street cleaning is to keep the road network of cities and municipalities clean and ensure that it is passable and accessible.

In addition to the omnipresent dust, e.g. from soot deposits and tire abrasion, all types of improperly disposed of waste (cigarette butts, packaging, etc.) also accumulate. In addition, leaf litter, snow and grit after winter work and, finally, dog excrement must be removed. It must also be ensured that no uncontrolled plant growth damages the road surface.
Municipalities can issue ordinances obliging those living near and behind roads to keep public roads clean and clear and to carry out winter road maintenance (for more information, see "Related topics" - "Winter road maintenance; implementation") within the built-up area (so-called safety and cleaning regulations).
In addition, municipalities have the option of establishing a so-called municipal street cleaning organization by means of a street cleaning statute, which assumes the cleaning obligations incumbent on the residents living adjacent to or behind the street. Such a street cleaning organization is then subject to compulsory connection and use. To cover the costs associated with street cleaning (and winter road maintenance), the municipality can levy street cleaning charges (for more information, see "Related topics" - "Street cleaning charges; collection").
