Municipal gas supply; adoption of user regulations
Municipalities can issue user regulations for the use of municipal facilities if these are governed by public law. This also applies to the gas supply operated by a municipality.

If the municipalities operate the gas supply in a private legal form (e.g. as a limited liability company), usage regulations are replaced by terms of use under private law (usually as general terms and conditions).
