Full-time care; application for a care permit
Anyone who wants to take in a child or young person in their household for the day and night, i.e. in full-time care, is referred to as a caregiver and requires a so-called care permit.

The care permit is an expression of the state's care for children and young people who are looked after in a family outside the parental home and is issued by the relevant local youth welfare office.
A care permit is not required for anyone who cares for a child or young person
- as part of educational assistance or integration assistance for mentally handicapped children and young people on the basis of a placement by the youth welfare office,
- as a guardian or carer within the scope of his or her sphere of activity,
- as a relative or relative by marriage up to the third degree,
- up to a period of eight weeks,
- as part of a student or youth exchange,
- in adoptive care (§ 1744 of the German Civil Code)

The care permit expires if
- the foster care relationship is terminated with the consent of the foster carer and the child or young person leaves the foster home,
- the child or young person is removed from the foster home permanently or in accordance with Section 42 Para. 1 SGB VIII or by court order in the legitimate exercise of the right to determine residence, or
- the child or young person has not lived in the foster home for more than six months without interruption.
The youth welfare office may only grant a care permit if the child's welfare is guaranteed in the care facility.
In particular, the care license must be denied if
- a foster carer does not have sufficient educational skills to meet the child's or young person's level of development and educational needs,
- the admission of the foster child is not compatible with the welfare of all children and adolescents living in the foster carer's family or a foster carer is overburdened with the care of a further child or adolescent; this can generally be assumed if there are already three foster children in the foster home,
- a foster carer does not guarantee that the basic direction of the upbringing determined by the legal guardians, including religious or ideological upbringing, will be observed,
- there are indications that a foster carer or a person living in their household could endanger the moral welfare of the child or young person,
- the financial circumstances of a foster carer and their household management are clearly not in order,
- a foster carer or the persons living in their household suffer from an illness that endangers the welfare of the child or young person to a more than insignificant extent, or
- there is insufficient living space for the children or young people and the persons living in the household.
Before you apply for a childcare permit, you should seek advice from the youth welfare office. They will tell you what specific requirements you need to fulfill and what proof you need to provide.
The care permit can be applied for in writing or in writing at the local youth welfare office.
In one-to-one meetings with the applicant/applicant, the child or young person, the youth welfare office will check whether the child's welfare is guaranteed in the foster home. The conditions on site are also checked during home visits.
If the requirements for granting a care permit are met, the applicants/applicants will receive a corresponding notification.
If a child lives in a foster family, the foster family must inform the responsible youth welfare office of any important changes in the foster family (e.g. change of residence, illnesses that could endanger the child's well-being) and, if necessary, provide further information about the foster home and the child or young person.
