FAQs on training - Administrative assistant
To become an administrative assistant, you must meet a number of requirements:
- You must have at least a qualifying secondary school leaving certificate or have obtained one by the start of the recruitment process.
- You have successfully completed the recruitment process of the City of Erlangen.
In addition, you should be open-minded, have an open and communicative nature and enjoy dealing with people. A quick grasp of things and flexibility at work are a matter of course for you. You take responsibility for your tasks and are committed to them. You enjoy working in a team.
Administrative assistant is a recognized profession according to the Vocational Training Act (BBiG). The dual vocational training program at the City of Erlangen lasts 3 years. Theoretical training periods at the Bavarian School of Administration and at the vocational school alternate with practical training periods in the various municipal departments. Training begins on September 1.
Theoretical training
The theoretical training takes place in the form of block lessons at the State Vocational School II, the Ludwig-Erhard-Schule in Fürth (6 vocational school blocks lasting several weeks) and as part of specialist courses at the Bavarian School of Administration in the local course in Neustadt a.d. Aisch (6 specialist courses lasting several weeks).
At the Ludwig-Erhard-Schule you will study the following subjects, among others:
- Administration
- personnel management
- accounting
- Administrative business management
- Word processing
- Social studies
The Bavarian School of Administration focuses on the following subjects:
- Law (e.g. municipal law, administrative law, security law, private law),
- Economics and finance (e.g. administrative business administration, budgeting, cash management and accounting)
- Administrative theory (e.g. administrative organization).
A total of 17 written examinations must be taken at the Bavarian School of Administration, which are scheduled at the end of the respective specialist courses. These, as well as the intermediate examination, which takes place in the middle of the second year of training, serve as a performance indicator for the trainees. In addition, the final examination must be taken at the end of the third year of training. This consists of a written and an oral part. The results achieved here are taken into account as part of the overall examination result.
At the Ludwig-Erhard-Schule, school assignments and extemporals are written and oral examinations are held.

Practical training
The practical training takes place in various specialist departments of the City of Erlangen.
We regard you as a fully-fledged employee during your training, i.e. you will not be sitting in the basement of the town hall and working on theoretical cases, but will be working directly on the front line. Through concrete and practical activities, you will learn about the tasks and typical work processes of an administrative assistant and will be systematically familiarized with the job content.
You will learn about economic, social and political contexts, apply legal regulations to specific cases, draw up notices and often have direct contact with the citizens of our city. As an employee of the City of Erlangen, you will ensure that our customers receive comprehensive advice through a service-oriented approach. As a clerk, you will process applications and inquiries, make the necessary administrative decisions and also carry out organizational tasks.
You can therefore expect a wide range of challenging and varied tasks: From issuing an ID card and granting unemployment benefit II to issuing a restaurant permit and issuing a driving license.
As part of your training, you will gain a broad insight into the tasks of our city administration.
You will also receive feedback on your strengths and weaknesses so that you can actively tackle your personal development.
The aim is always to prepare you for your future employment after your training.
During your training, you will receive a monthly training allowance (gross)
- in the 1st year in the amount of € 1,218.26
- in the 2nd year in the amount of € 1,268.20
- in the 3rd year in the amount of € 1,314.02
As a trainee of the City of Erlangen, you are also entitled to capital-forming benefits of €13.29 per month and a special annual payment ("Christmas bonus").
After successfully completing your final examination, you can also expect a final bonus of €400.
The training allowance is based on the collective agreement for trainees in the public sector (TVAöD).

After training, remuneration is based on the collective agreement for the public sector (TVöD). The classification and thus also the remuneration is based on the job that is taken on. The performance principle applies. The law therefore stipulates certain classification criteria. If an employee holds a position and fulfills all job characteristics, the classification is based on the previously defined job evaluation.
The starting salary in the lowest pay group EG 05, level 1, is currently € 2,576.29 (gross) and in the highest pay group EG 09a, level 1, currently € 3069.16 (gross).
In addition, you will also receive capital-forming benefits of € 6.65 per month and a special payment ("Christmas bonus"). You can also expect regular salary increases and performance-related steps.
As part of the training, all fees are paid by the City of Erlangen. Training materials required for vocational training and for taking the exam (e.g. textbooks or exam preparation booklets) are also provided free of charge. In addition, you will receive a grant of €50 for learning materials in each year of training.
A company laptop is also provided for use during the training period.
Travel costs for attending a vocational school away from home will be reimbursed if they exceed 6 percent of the training allowance for the first year of training, unless you are otherwise entitled to compensation. If accommodation in a hall of residence is also necessary, the costs incurred for this will also be reimbursed by the City of Erlangen.
In the case of inter-company training courses and events that take place outside the company, you will also be reimbursed for travel expenses. If an overnight stay at the event location is required, the City of Erlangen will also cover the costs for accommodation and meals.
All social benefits that the city administration of Erlangen offers its employees naturally also apply to our junior staff.
Anyone who regularly travels to work by public transport receives a monthly travel allowance from the City of Erlangen. During their training, junior employees can purchase the Bavarian discount ticket (€29 ticket). The costs incurred for this are reimbursed in full by the City of Erlangen upon application. However, it is also possible (depending on availability) to apply for a municipal employee parking space.
Due to generous flexitime rules, daily working hours outside of school hours can be flexibly arranged in most areas of employment from the time the employee comes of age.
As part of the company's health management program, we offer regular sports courses and other health-promoting activities that you can take part in.
The number of trainees is based on the anticipated personnel requirements. The City of Erlangen offers a guarantee of employment to high-performing junior staff.
Once you have successfully completed your training, you will be entitled to use the job title "Verwaltungsfachangestellte*r".
As part of your training, you will be qualified as a "generalist". This means that during your training you will be prepared for the diverse tasks of our city administration in the various departments, with the result that you will be able to work almost anywhere after successfully completing your training; only then will you specialize to a certain extent with the assigned position. As part of your personal development, you can then also apply for internally advertised positions and change careers within the city administration (job rotation). This means that you can expect to work in a wide variety of areas later on, allowing you to change jobs and thus work according to your interests and skills.

At the City of Erlangen, training is seen as the first step in personnel development.
After completing it, employees have extensive career advancement and development opportunities at their disposal. For further professional qualification, a varied and high-quality further education and training program is offered.
In addition, particularly qualified and motivated administrative assistants can train to become an administrative specialist and advance to the higher administrative service. To do this, they complete an in-service advanced training course, known as Employee Training Course II. As part of this further training measure, all fees are paid by the city administration of Erlangen and leave of absence from work is granted with continued payment of salary for the period of absence due to the course and examination.
The application period runs from approximately May to August of the previous year of employment.

Personnel selection procedure of the City of Erlangen
After the application deadline, you will be invited to the recruitment test, which takes place in September of the previous year. In addition to the recruitment test, the City of Erlangen will hold a supplementary selection procedure. This will be carried out according to the rules of an assessment center. We will then inform you as soon as possible whether or not you can be hired by the City of Erlangen.
