Citizen's allowance without prior asylum seeker benefits

If you have not yet received any benefits from the Erlangen Social Welfare Office under the Asylum Seekers' Benefits Act, please complete the application form below in full. Sign it and submit it together with all supporting documents. Once the Jobcenter has received your application with all documents, a decision will be made promptly and you will receive a notification. To ensure that the decision is not delayed, please refrain from contacting the Jobcenter if possible.

You must inform us immediately of any changes in your personal and financial circumstances. Such changes can be, for example
- Moving within Erlangen / moving away from Erlangen / returning to Ukraine
- Taking up employment / starting an apprenticeship
- A member of the household moves out
- Marriage / divorce
- Change of residence permit
- Stays outside the greater Erlangen area (absences)
- Receipt of pension / pension entitlement
- Other income (profits, gifts, inheritance...)
- Approval of other social benefits (child benefit, maintenance advance...)
- Hospital stays / rehabilitation measures / imprisonment
- ...
Please note that this is not an exhaustive list and that you must notify us of any changes. Please also refer to the information sheet on SGB II (section: Forms and documents).
If you are planning to move to Erlangen, please contact the Jobcenter Stadt Erlangen in advance at the e-mail address or telephone number provided in order to clarify promptly whether you are entitled to unemployment benefit II.
To avoid legal disadvantages, please do not sign the new rental agreement until you have consulted the Jobcenter.
Please contact your responsible case worker at the Jobcenter in good time and let them know the reasons why you would like to move. The housing agency of the social welfare office will help you to find social housing.
Before signing a rental agreement, you should submit a written rental offer for the new apartment to the Jobcenter in order to avoid legal disadvantages for you. Your case worker will then inform you whether the rent is reasonable and can be taken into account by the Jobcenter.
Ifyou are under 25 and want to move out of your parents' home, you must obtain the Jobcenter's approval before moving into your own apartment. Costs for accommodation and heating will only be recognized if the Jobcenter has agreed to this before the tenancy agreement is signed. Consent is granted if
- the person concerned cannot live with their parents for "serious social reasons",
- the move is necessary for integration into the labor market or
- there is another serious reason.
If a move is necessary and the expenses for the new home are reasonable, housing procurement and relocation costs can also be covered after prior approval, as well as loans for rent deposits.
In Erlangen, the following rent ceilings were decided by the city council on 01.08.2021.
Important: The maximum rent amounts are made up of the basic rent plus ancillary costs, but excluding heating costs. Costs for parking spaces and garages cannot be covered.
Depending on the number of people in the household, the following maximum rent amounts apply:

For energy-renovated apartments with full thermal insulation, the upper limits are increased by approx. 10 percent. Whether an apartment is an energy-renovated apartment can be seen from the building's energy performance certificate. The landlord (e.g. GeWoBau) can provide information on this.
Irrespective of these fixed limits, the circumstances of the individual case must always be taken into account when assessing the question of appropriateness. In justified individual cases, higher rent amounts may also be recognized.
If you live in a condominium or your own house , the costs of accommodation include the associated charges (interest on debt, taxes, ancillary costs), but not the repayment installments for loans. Unavoidable expenses for maintenance and repairs can also be recognized as needs, provided that these are reasonable taking into account the total expenses incurred.
If you receive benefits under SGB II and have children, you are generally entitled to child benefit. Therefore, please submit a corresponding application to the Family Benefits Office, the forms can be found on the Family Benefits Office website

You may be entitled to benefits under the Maintenance Advance Act (UVG). However, you are only entitled to this if you no longer have a relationship with the other parent of the children. If you are only physically separated, e.g. because of the war, you are not entitled to UVG.
If you do not have a relationship with the other parent of the children, please submit an application for UVG and provide us with proof.
